In the hasty partisan condem nation of the McKinlev tarilfmeas- nre, by the opponents who in veighed so loudly against it and with such apparent success, no fair consideration w as gi'( n. The or.lv fairness in the matter would be to give time for actual working of the law before passing judgment. This is now being demonstrated and we quote f'oni a Chronicle t ditorial soma of the results: Recently the announcement wa made that the Sheffield manufac turers of cutlery were preparing to reduce the wages of their woik rren in consequence of the decline in their American trade caused by the new tariff. Now it was stated that the wages of American gold beaters in New York have leen advanced 20 per cent, since the McKinley bill, that cigar-makers received $2 more per 10,0'M) for cigars made by them, an ! that, in general, the wages of journeyman cigar makers iu New York are 28 per cent higher than they were last summer, while the greatest propperity is promised for the trade during the coming eeason. The officers of the iabor unions are not in any doubt as to (be cause of the increase in wages. The president of the iold Heaters' Union of New York says in so many words that the workmen could not get the increase in wages which they asked ii'itil the new tariff law went into effect, and t he secret try of one of the largest of the cigar-makers' unions makes the .'a ne sta eui?n, in eff it. It ehould be observed here, how ever, that intelligent protectionists do not assert that a high tariff operates uniformly and directly to raise wages. They know that the all-prevading law of supply and demand cannot be set aside or overshadowed by any liscal laws or regulations; but they do con tend, and the free traders have never been able to meet the as sertion, that under the protective tystem manufactures of all kinds are aided and encouraged ; that new avenues of industry are opened ; that the demand for lalor is increased, and that consequent ly the standard of wages tiMist be maintained at a higher level than in countries where unrestricted competition is permitted and even encouraged. Because the benelits of protec tion are so often indirect was the reason that the recent attack on the McKinley bill succeeded so well in the F.ast. There was not time bet ween the 1st of October and the 5th of November for the new law to demonstrate its ex cellence and its fitness to our con ditions. It operated something as a mustard plaster might on a per son who knew nothing of the remedy. At first there is an in tense irritation and a feeling ol uneasiness and discomfort; but before long the remedy begins to relieve the congestion, and then the patient is glad that that he did not follow his first impulse and strip it off when it began to bum and tingle. We are just beginning to feel the beneficial effects of the new law, and the cases cited are only a sample of the hard nuts which the free traders will have t crack between now and 1$!'. The English reort that the want and distress in Ireland had been relieved and was a thing of the past, seems to have been some what premature, for now comes the information that in Gal way hundreds of children are obliged to remain away from school be cause they are absolutely without clothing, and have to stay in the cabins crouching over the fire to keep warm. This looks as though the boasting of English relief b.'ing so effectual was merely a boast without any foundation. Other institutions beside charity fairs, and religious institutions wto need money, are dipping into the lottery, or rattle business to woo the necessary funds into their coffers. 'It is now Eaid that the Panama Canal Company is going to try the lottery scheme to obtain money for the prosecution of its work on the canal. The eoir mittee in charge proposes a system of annual lotteries, to be continued until the canal is completed. From present indications the sys tem would be carried on iu per petuity. The plan of utilizing the com mercial travelers as agents of the World's Fair is an excellent one. The drummer goes everywhere and he is usually regarded as an oraeleP in the remote country places, where he has more direct influence than the newspaper. If the drummer is able to see any profit in it for himself he will boom the fair more thoroughly than anvote else. If he had been born four hundred years earlier this would probably have been regarded as a good omen of his prowess as a warrior, but in these degenetale days the incident will he variously interpreted by the superslitiuiis.
