The bill defines the bouudaries
excluding Indian lands, unless in
cluded by their consent, and pro
vides lor the appointment bv the
president, ol governor, secretary
of state, United States attorney
general and marshal, as well as
forth election of a legislative
council of seven members and a
house ol thirteen members, and
for the creation of a supreme court
lis. Met and pioba'e courts, and
u-tices of the paace, and pre
scribes the method of legal pro
cedure. The legislature is to
meet biennially and a delegate is
to be elected to congress by the
same function as other territorial
lelegates. Reservation of lands
for public school purposes is also
provided for.

of the bloodiest duels ever fought
with knives took place yesterday
afternoon eight miles from Mor
ginto'A ii. For some time past Joe
Harris, a young man of some
promise, suspected John Aiken of
being t K intimate with his wife.
I larris, seeing that Aiken did not
Iwed his warning given him, grew
despeiate and swore that he would
kill Aiken on sig' t. Yisterday

road near Morgmtown. Harris at
ouw informed Aiken that one or
the other must. lie ; that he had
p it up with his conduct as long as
he could. Aiken tried to explain
that he had done nothing to be.

criminal intimacy was nothing
but gossip. Harris then told Aiken
to prepare himself. Iledrewfrom

made a desperate plunge at Aiken,
but Aiken was on his guard, and
before Harris could make a second
