One of the moat essential matters that comes liefore our officials, and ia a subject of public consideration, is the pardoning of criminals from the lienitentiary. The matter is pretty well looked alter by the laws in this stale, but it .cannot be loo chx-ely guarded, and as a general thinu in nearly all of the states is too loosely run. It U often the case that a man who richly deserves to serve out the lull extent of his sentence, ami whose release woii'd be a menace to society, ol-eys all the prison rules. That he does so, do. s not necessarily indicate repentance or reformation. It may only mean that the criminal hent is in some other direction than that if futile struggle with the powers that be. A man may, for instance, have a confirmed propensity to steal ; may have shown by a long course of depredations non ptOerty that his nature is utterly lawless; yet may In: at the same time acoward. Such a man will be very apt to t-lirink from any violence or insub ordination in prison. To conclude, therefore, that he is Tit percon t turn loose is a serious blumler, ll is all well enough to redtire lh time of sentences as a reward ol jrood Utiavior, but pardon is aver) ditJVient thing. I'ardon means a full restoration t civil rights. It means a uipiug o'i'.ns far as pos sible, of jienalty. It mean, virtually, saying either that the entente was wrong in itself or was excessive. At least it means that punishment can no longer lie justly inflicted. The fundamental and foremost consideration in all such cases should le the public willare; and no prisoner ought ever to receive executive clemency unless and until one or the other ol these two facts has been reason ably established, or Ivoth have Wen ; that a mistake was made in imposing sentence, or that no barm is likely to result to tin community from the pardon. In order to determine the lat'er fact it is just as necessary to inquire into the convict's history lefore as alter prison doors closed ujkhi him. It might 1m well, however, to consider :he expediency of so amending the law that, at the dis cretion of the court or jury, in cer tain cases a life sentence ceuld he rliangcil iy jjood conduct ' to a sentence terminable after a certain jiumlrt-r of years. The consumption of pine from the forests of Wisconsin and Mich igan is also enormous. And while some of us look to Canada for future supplies, olr.Fernow points out that Canada, too, is becoming alarmed at the rate at which her forests are disappearing. At the congress of the American forestry association, at a recent meeting at Quebec, Lieutenant Governor Anger of Quebec province said that lietween 1867 andlS8i00,U0O, 000 cubic feet of wood were cut down in Quebec alone. In Cali fornia, in 1889, it is estimated that $25,000,000 worth of timber was destroyed by lire, the greed of speculators, and the efforts of herdsmen to secure pasturage for Hocks. The whisky habit on New Year's day, was responsible, in New York City, for another atrocious murder. An elderly lady was thrown from the window of a tenement house and killed.
