As the time of the assembling of the legislature is near at hand, there are several matters of impor-1 (.nice connected with the propoeed issue of city bonds, which demand the careful consideration by the citizens of Albany. The "city's charter will have to le amended again in order 1st give the city the u iwer to issue sucti bonus, this document ha tieen a subject of amendment so many times that it ought to L changed this time without any blunders. In order to do this the citizens ought to decide beforehand just what they want, and then see that it is carried out. The vote at the special election merely indicated the will of th people to le in favor of bnding the city for $75,000 for a system of public im provements. Now, when the charter is to be amended to secur the power to issue such bonds, provision tdiould ba made pre scribing how and when this should be done. The citizens should decide this now. in order that tber may be no delay or uiisundersUndiug when the work has commenced, it might not be a bad idea to hold i public meeting to discuss this subject and to determine how much money is desired to be ex pended for sewers, how much for a city hall, how much for a bridge, when and in what way the bonds shall be issued, and other impor tant subjects connected therewith. The aum of $75,000 is too much to he allowed to loaf idly in the city treasury for any great length c I lime. The city ought not to begin paying interest on her bonds until the money is needed to pay or the proposed work. These ubjects should be understood by the people, and it is better to dis cuss them now than to wait until it is too late, and then raise a vigorous kick at the way things have gone, as has too often been done in Albanv. Pennington, agent of the - rautH not called for in the hands of Oregon Pacilio Co., was waylaM while going home in the darkness by one John ates, who seemed to tie soiling for a tight. Pen nington, who has recently had a pugilistic engagement against his will, told Yates that he did not want any trouble, but the ottier crowded upon him, when Penning ton drew a revolver and warned his adveisary to keep away. Juet then Amos lliatt. a boy aged 17, came up and remonstrated with Yates, advisiug him to be quiet. Yates then turned upon lliatt and proposed to wipe the face of the earth with him. When he pro ceeded to do so, however, the boy gave him one of the neatest thrashings it is the lot of man to receive. Yates afterwards pro cured weapons and thtea'ened such dire vengeance that Penning ton and voung Hiatt's father came to this city and swors out a war rant for Yates' arrest, for the pur pose of binding him to keep the peace. Deputy Sheriff D. S. Smith went up to Lycos hut Y'utes waB not to be found.
