Amoku the earliest matters taken op at the present session of con grew will undoubtedly be the sub ject of congreaaional appointment ; that ia assigning to the several states the number of members of the house of representatives, to which each shall be entitled dur ing the present decade. This duty is imposed upon congress by the constitution, and there is nc reason why it should be postponed or 'neglected. ' Inasmuch as representation must be proportionate to popula tion, it is evident that the increase in the population of the United States since 1880 necessitates a re adjustment. The ratio of increase has been very different in differ ent states, so that the same rel tive nunjber of representatives can not be retained under any system that may be adopted for reappor turning One of two propositions must In accepted. -Either the unit of repre sentatioa must be increased or the whole number of representative inut be increased. The present unit of representation is 151,912, that is, there is, at least in theory, one representative to each 151,!K' people, although since each Stuu must have at least one represent a tive the proportion is not actuulh preserved. The bill introduced at the las! session by Mr. Bunnell, chairman of the i-oumiittee on apportion ment, provided that the ratio oi unit of representation should lx 130,000. This was bated on an estimated population oftJS.OtXi.OOO, and would have resulted in s house of 354 members. Now that the census figures show a popula tion of only 62,000,000 there will nive to be anew calculation made. But instead of making such a large increase in the ratio f repre sentation it is strenuously urged that the increase in the ratio should be very small, ii any, and tint the membership of the house should be increased, and there it intuit to be r.ii'l fur this view oi the question, especially is this true in view of the low figures whith cauie from the grist in Mr. Potter's cjoovb mill. Oregon should have had another congressman but after the bung ling and unjust manner in which the census was taken in this state. W should perhaps be thankful that we have Congieasmen Hermann left. In its issue of the 11th it said: "The English press and people appear to be laboring under a great misapprehension in respect to the importance which should be attached to the result of the elections in the United States." Practical reformato.y meas ures are coining to view in rapid enough succession to give employ ment to all the farmers associa tions without entering into any impracticable visionary schemes Many persons have perhaps wondered why Indiana, which gave Harrison majority in 1388, should have gone democratic by 15,000 in 1890. The explanation is simple. In 1888 the republican vote was 263,371 ; in 1800 it was only 214,302. In 1888 the two side-show tickets fast a trifle over 12,000 votes; in 18X) they pol led 29,000 votes. In 1803 the republi can stay-aways will go to the polls and those who coquetted with side issues in 1890 will return to their allegiance and Indiana will wheel into line again. It should never be forgotten that the republican vote always drops off in off years The arrangements for the World's Fair are now so farad vanced that the commissioners announce that alt is ready lor President Harrison to issue his formal proclamation to nations of the world, statin that the Fair is to be held and inviting them to participate. Thie is a definite stage of progress. The preliminary arrangements have been com pleted. But that is all. The site has been chosen.
