They form one of the most gigantic frauds in existence. The Chronicle somewhat facetiously reffera to this matter in relating that it has been reserved for a woman in California to show a more complete recog nition of the relations of the peo p!e to land conveyed to them by the United States than any man has yet shown or is likely to show. The woman in question has a United States patent to a quartet section of land in Wichita county. Kansas, and fthe has a religiout c wvii-tion that the land should go back to the government, for tin reason that she does not expect to use the land as a home stead, and thnks that the pub! it domain should go to persons who wish to occupy it as homesteads. There seems tsjhe no law to fil this case of conscience. The owner of the land wants to get back the luouey she paid for the land and . reconvey the land to the United .mates, but the officials of the laud Office cannot accept tiit surrender of her patent, nor run .they repay the money she has paid. A special act of congress would W the only way to reach this case. It is a gieat pity, however that there bare uot been more cases of tender conscience during the exist ence of the land grant systems of the United State. The intention of all the land laws has been to provide homes from the public domain for actual settlere, but these laws have been so eyaJed and distorted and bedeviled as to he the favorite weapon of the spec ulator and land grabber. Thou sands upon thousands of acres li ive fallen into the possession of men who never had the most ja'fntidea ef setting on the land, and who have conspired to defeat the benevolent intentions of the government toward the people. Such a case of conscience as the one referred to should be rewarded 'or ita novelty if for nothing el se. Congress should pass a relief bill voting the money out cf the treasury to this woman and authorizing th secrejn of the interior to accept a mil render of the patent; 'hen a r:ng fence should be ,ut around the quarter section, and it "hordd be religious ly preserved as a curiosity for all. time to come.
