While the anti-lottery bill is hung up in committee at Wash ington. and the -agents of the sw ndlers "are busy among the members of congresb trying to have it smothered, the people ol Loniaiana are aoDealing to their brethren throughout the country to aid them in their struggle .gainst a giant evil. They give the history of the origin of the legalized lottery swindle, from which it appears that " the state charter was obtained through bribery and corruption, and the company has ever since been able to overcome the most strenuous efforts of the best and most in nuential people for its suppres sion. What as secured through tbe corrupt use of money has been retained through the corrupt use of money has been retained through the same villainons means. The swindling methods of the concern are fully exposed. The drawings are largely fraudulent, tbe .chance to win a prise in any amount' be ing but one in ' thirty, whereas under an honest drawing at least one in ten would draw something. 'The market value f the stock has risen from $36 per share in 1879 to (1200 per share in 1890, so that ' now it is more than double tbe whole banking capital of the state. They have an enormous surplus of an unknown amount, after having declared dividends of 80 . and 100 per cent, per annum, and that, too, out of only half of the net earnings, he other half belonging to tbe lapsees, Messrs, Howard and Mor- r;s. The aggregiit of the schemes of the monthly and pemi-annual drawings is the fabulous sum oi $28,000,000 per annum,' and the aggregate of their daily drawings is over $20,000,000 more. They receive annually' $1,125;000 from the written pol cies sold on the numbers of the daily drawings, receive annually $-.'2.0(0.000 from monthly and semi-annual draw ings, and the latter-named draw ings are so arranged that they can - sell 96 ptr cent, of their tickets, : pay 10 per cent, for selling them, lose all of the prizes 'provided for in the schamee. pay $1 ,1100,000 for expense, and still make $3,000, 000 profit per annum. All this money absolutely filched from the pockets of the people, and. yet congress hesitates to cruBh the in iquity. Down with the lottery. At thk next meeting of the city council action is to be taken in the matter of making a survey and locating the bridge to span the Willamette at Albany. There should - be no delay or hesitancy over this question. The bridge i a public necessity and must be built. The census superintendent has made a very prompt report of the debt of the United states and of the several states in 1880 and 1890 a statement that affords good evidence of the general prosperity of the country. Tbe total bonded and floating debt of the Unitjd . States and the several states in 1880, lees cash and funds on hand, was '2,12Zfil,W. It was re duced in ten years $1,071,305,190, or more than one-half, and now stands at. $1,055,712,808. By far the larger part of the debt is that of the . United States. Tbe net debt of the several states i now j $132,336,689, being $72,163,985 less than in 1880. The great bulk of tbe state debts is owing by the " Southern states. Tbe Eastern and middle states together only owe about $12,500,000, and this is more than offset by the excess of aaaets over debt in those groups of states. Vermont, Rhode Island, Maafta chusetts, New York and New Jer sey have no net debt, but, on the ' contrary, assets beyond the debts. Pennsylvania owes only $1,783,020. Altogether there are twenty states in the uniou with assets beyond their debts. The showing is favor able in every part of tbe country - except in tbe South.
