In bis Annual summing np of the affairs of the Grand Army of the Republic, at the National En campment at Boston, Commander in Chief General Alger made some excellent suggestions and a very able address. The hearty applause with which . its best passages were received by the representatives of the veterans of every state in the Union was an earnest of the spirit of harmony and moderation which would in spire the business sessions of the national council. On the question of pensions,' respecting which there has been a division of opin ion among the veterans for sever al years, General Alger was at once outspoken and judicious, deal ing with it in a practical way, wittiout exciting criticism from any quarter. Frankly acknowl edging that the failure of the ser vice pension policy had caused keen disappointment aiaon. thousands of veterans, he gave the precise reason for the unwilling ness, or rather tue inability, of congress to sanction it. The enact' ment of such a law would have created a large deficiency in the "national revenues. This is the sum of the whole matter. Gener al Alger's comments upon the ex isting expenditures for pensions, exceeding .$lfi0,0U0,(AK" annually, will du much to reconcile the a1 vocates of the service pension to the disappointment of their hopes. "Let us be just to our law makers," he remarks, "even . though they have not given us all e asked. No country on earth is or ever has been nearly as gener ous to its soldiers as ours." This commendation ' of the action ' oi congress is most opportune. The disability bill recently enacted is, as General Alger has no difficulty in proving, a very large and gener- . tous measure, with which the Union veterans cau well afford U be content. Tt e recommendation of the com mander in chief respecting the re moval of the remains of the il astrious general of ' the armies from New. York to Washington ... and the erection, there of a mag nilicent memorial building, "such as will be a credit .to the whole people," will meet, with approval in many parts of the Union. The . people of New York have disap pointed the reasonable expecta tions of the nation by their in action and neglect of patriotic duty,.. The collapse of the Grant monument enterprise sufficiently discredited the reputation of the ' metropolis ; but the erection of an ugly stable near the shabby vault lias' been' a crowning d. "grace which baa excited the indignation of the country. If resolutions are offered in congress in favor, of the transfer of the ashes of General Grant to Washington, and the Grand Army heads a national movement in the same direction, the people of New York may be humiliated, but they will not have ' the best cause for complaint. They have not availed themselves of a magnificent opnortiinjty of build ing a monument to the most il lustrious American soldier after Washington. They have suffered the Tammany gang of politicians to create a public scandal that will be a lasving reproach to the good name of the eity. The annual reports submitted to ther 'National Encampment show - that the Grand Army is steadily " increasing in numbers and works of. mercy. Its membership was ne.ver so large as it is now and it charities are commensurate with '' its patriotism. Snrely critics of the organization, who are addicted '" to vulgar denunciation of the Union veterans and as "pension grabbers' and "subsidy beggars," will do well to exercise self-restraint. The fact that the organ ization has expended during the last year $221,350.18 for the relief oi 28.419 caaaa is tt adequate vindication of its character. The Grand Army is not to be compared to blind Belisarius standiug at the doors af a National Capitol and asking alms, but rather to the good Samaritan, binding up the wounds and pouring in oil. Another war scare has arisen in the East over the ordering of the revenue cutter to the Bearing sea, with supposed orders to seize Brit ish sealing poachers. When viewed calmly by the conservative people of the West such war prat tle resolves itself into news in no wise calculated to create excite ment. There is very little danger of war over the Behring sea trouble. The rival sealing ves sels will soon have the seals ex terminated, leaving nothing to fight over. A terrific cyclone dealt out its destructive force upon Wilkes harre, Pennsylvania, yesterday, demolishing buildings, uprooting trees and causing universal devas tation and extensive loss of human life. The nnwarned advent of these dreaded storms makes them a terror above all other destruct ive agencies of nature. T a soott, the murderer of Snell, in Chicago, three yearrs ago, and who has been found so many times, has turned up again, this time in New Mexico. Probably the re ward of $60,000 offered for him has something to du with bis being so often found, but it does not seem to produce the right man. Ladles fine Shows.
