The manoeuvres of the fleet in the Mediterranean have Seen witnessed by French, English and Italian squadrons. and much has been done to restore the maritime prestige of the Nation ; and in Brazilian waters the Ameri can flag is greeted with hearty en thusiasm. Americans have learn ed in a practical way how useful and neceesary is a Davy of a progres sive type in impressing foreign nations with a sense of the grow ing influence of the reat Republic in the modern world. When bat tered hulks of another generation were sent abroad under the nation al flag the practicil eflacement of the United States from the list of naval Powers was publicly pro claimed. Europe is now aware o: the change of the policy by which I the Nation will speedily be enabled to resume its place among mari- j time Powers. The presence of the fleet in Brazilian waters wait a timely and graceful act ot recog nition of the new republic. What has been acc mplished by the exhibition of the pioneer ves sels of the new navy in foreign water is an earnest of what will be done when the American commer- cial marine is restored. A flag that is only seen over lumber ves sels and the few steam lines which have survived the decline of the Nation's shipping interests is a badge of reproach. It is a melan choly reminder of the commercial prestige anil maritime enterprise of earlier generations. Jt onl serves to tell abroad the shameful story of National neglect of shipping interests which every other great Power is fostering with painstaking care. Let the flag he the honored spmbol of a commercial activity worthy of the traditional policy of the country, and it will again be respected among the nations. The prestige of the Nation will be im measurably increase-1 when it has once more bth a commercial ma rine and a navy, well equipped, essentially modern, and worthy c f the magnificent destiny of the American Union. National legislators will make a serious mistake if they act upon . the theory that Americans are in different to the progress of tit navy and the restoration of the flag to the seas. These are matters of patriotic aspiration a well as of high National oiicy. Americans are in hearty sympathy with all measures ot naval progress and . maritime revival. They already take pride in the fast cruisers rank ing with the best in the world Taey want battleships also of the first class, and favor a symmetrical development of ali branches of the. service. The shipping bills by which Government aid will he effectively rendered to interests that have been symmetrically neg lected for thirty years are popular measures. Enlightened seli-inter- est and every pa rioiic considera tion require the passage of these bills.
