The Government Wiirk Report of the InjircTem ' in Prig. em- From Captain T. W. Svinon's annual report to the department of the government, the following extracts are made : Ihe usual prevailing deaths over the bar, at low water, before improvement, were from seven to ight teet. Three distinct chan nels existed, known as the north, middle and wouth channels. The middle channel, though free Iroiu rocks, was usually the shoalest of the three, and was little us-d. The north channel, besides being 'ong and toriuuus, was so studdi-a with rocks as to be eonsidereil un- navsrible. Owing to the shifting nature of the b.ir, these channels were constantly changing both in D"8iuon ami deptii. the mean rise of the t do w.is 7.1 feet. FLAN OF IMPROVEMENT The project adopted in 181 was to run out a dike or jetty on th south side of the en'rance. j-o as U cause the south chann-l t 8'ioa' up and the flow to be den cted northward, with a view to open mi: and m lntaimng the middh channel nun a least depth of sev- nteen feet at high wa'er. As originally piojected, the dik' was to start troin near low wa ei line and run out into the sea distam-e of 2500 feet, nd was to ise two feet above mean low water t he heai h on the line of the jetty from high water level, was to b. protected by sink ng gab ons in he beach with sand heaped over them, and by covering the surface ! with a laier of niatire.-ses an t stone. The stone for the jutty wa to be deposited in place from barges, an. I cribs were to be used if piac ticable. It was fount, however, ihat cribs could not te feed oi. account of the strong current' and high e-as, and that tne ocean swell even in quit t weather was t great to eri.ii the ise of stone barges. Accordi iyly the jettv h id to be built from the shore end, by carrying the stone out overatram wav, and wai- begun at hUh tide line instead c. at low tide line, thus making the total projected length f the jetty in 1881, 3700 feet. In 1884 the jetty was extended shoreward a di tance of oltt feet t- close a gap t' 81 !.ail been washed out by ttie sea, mtiking the total projected length ot the jettv about 401KI feet. The present project, adopted in l!Kf. is to raise the south j'-tty to In!" irgii wat'.-r without extending it s. award, thus making its total lergth 3748 feet, and to construct a mid-tide jetty on the north side f the entrance, a' out 230n fe-t in length, extending fioni the north h- ad :ilong and liehiml th reel, pnwiugout from the head to a poiLi opK-ite the en I of the south jetty, and distant from it about 10 " feet. ' The result on the baibor entrance w.f to keep the channel more in ot e idHCe and to increase tin- deiitl over the bar. The rout'i channel lias in eii stint on and tne tendency of the w aters logo north restricted. ;The re-ult of a.l this work has n t.. . ume li... eliHnil to run in -jl .i..-t li,,.. out i. sea un.l to! maintain an oidin.ny depth of eleven to twelve ieet at low watei. RECOMFSD.VriONS AND KtMAKKS. The recoinmetiiled amount of $75,000 for the completion of the present pioject made by my prede-c-'ssor, wasbelieve I by pe p!e in terested in the improvement of the bay to be too mall; anil in conse quence a re-estimate was asked for and under instructions fiom the engineer department, wns made by me, and it. with my report was p.imed in Sen. Ex. Doc. No. 47. Fifty-first congress. A careful i-tudy of the action of the sea on the jetties, during the past winter, convinces tne that the cross section of the j- tties e.-ti mated for thereforisexcessive, and that the results, desired can be equally ob ained and maintained by jettir-s of smaller costs reetioti i'he rand has formed in behind the south jetty, so that it is prac tically a revetment wall, rather than a jetty. If the same thing occur at the north jet-y, as recent events seein to i: di. ate the total cost to "surely complete and give the requisite strength and stability to the work, a. cording to the present project, will be very ma terially reuuce-l from he c mount previously estimated at $37'',5ii, 30, (Sen. Ex. Doe. No. 47, Fifty first congress, first sen ion.) If ihe amount, in senate bill, oi $185, 000 is secured for the work this year, 1 estimate that with the plant on liai.d, $125,000 can be profitably expended the next year. his will probably be enougn t lully complete ihe project depend ing on the ditliculiies met with in blli'dii g the in. rlh je'ty and the readiness with which the sand formation continues. FITL'KE OI'EKATION'S. It is expected with the money available from the next appropri ation, if any such there be, to complete, as far as possible, the noitti jetty, before undertaking any work on the south jetiy.
