Such irrigated land the government, it was argued, would then be enabled to dispose of at such a price as would at least re pay it for its outlay, and possibly yield it a larue profit. This project was heartily ap proved by the people with the un derstanding that the land avail able and profited by the system ' of irrigation when established, should then b made subject to e itry by actual settlers under tin homestead laws, but that it about.: not be allowed to pass into tin bands of the speculators. With such an understanding th. matter has remained in a satisfac tory situation and the advocacy of irrigation measures has been gen eral and active. But it appears tht the schemers have succeeded in working out a speculating game in thti matter, for it is now said that in the Sundry Civil Appro priation bill there was inserted an amendment to ad an appropria tion of $JU0,0U0 for topographical surveys, with the provision that half of that sum be expended west of the 101st meridian not the irrigation survey, it will be re marked and to repeal the act of OctoWr, 1S83. Senator Call was qui. -k to perceive the danger, and when the amendment came up for consideration in the senate on Tuesday he pointed out with un mistakable clearness that the repeal of th.B law would open up tne vast area 200,000 square miles of and lands to greedy syndicates, who would seize it rnder the Desert Land and timber laws. which practically gives away large parcels of the desert or arid lands The discussion lasted ttiree day6 and was marked by much anima tion and- plain Bpeefh on both sides, the friends of the snecula tors winning the day by the pass age ol the amendment on Friday afternoon. Of course the bill as amended is not yet a law and may not become one. There is still time for the friends of the settler to do much good work, but the proceedings of Wednesday, Thursday and Friday show that power of syndicates and corporations has made itself felt in the senate. With these 200,000 square miles of arid lands open for a wholesale gobble, and the irrigation bill, bereft of its reservation clause, in operation, there is nothing to pre vent a few rich men becoming millionaires at the expense of the government. "Here is land," they will say, "which has cost us one dollar an acre; now oblige us by exercising your parental care over us, build us reservoirs at such and such places, irrigate our arid lands, make them to 'blossom as the rose,' and then we will be able to sell them for $100 an acre." With such a probability ahead there is small wonder the senate has seen one or two animated debates during the past tew days. and small wonder, too, that the public is of opinion that the next moves of the senate in the matter will bear watching. Certain it is that the land made valuable by the government irri gatioo methods must be reserved ' for the actual settler and cultiva tor, or the benefit to be derived is not adequate to the expense to the people. If the speculator is to have the benefit of the work, then let the speculator do the irrigating work and not the government. ation. The opportunities for sav ing cutting things about the dis paragements of oth;r localities is not neglected. For instance it re marks that "when the eastern tempest goes off to rest for a moment, and there is a lull in sun strokes, the time is occupied bv fires and powder explosions. The eastern folks are not permitted to get lonesome. It costs moie than half as much again to ship goods from New York to Valparaiso as it does from Liverpool or Hamburg, whilst it frequently happens that the mer chant in Chilli will repeivp iu bills of lading two or three months before he gets his goods The cost of freight by steamer from New York to Valparaiso via Pan ama is $34.00 per tor. ; heavy goods via Hambuiv, $22.00, and via Liverpool, $22.00. Freight shipped from Liverpool, London, Gissow, Bordeaux, or Havre is but from i.60 to $7.
