The attitude of these two coun tries towards each other at present an interesting stnrly to Americans. Perhaps no keener pen lias told it than that of the Irish American, which says that England and Germany are parti tioning the rich African continent between them; and, contrary to ber usual custom, England not only does . not claim the lion's share of the spoil, but yields it to Germany without a murmur; and, not only that, bnt she throws in the cession of the island of Heligo land into the bargain. Who that has read the history ot the wars oi France nnder the first Napoleon does not appreciate the meaning of the concession of this island, which by easy fortification, can V made to command the North Sea? England, while at peace and i" apparent alliance with Den marl sent her fleet under Nelson, in th harbor of Copenhagen, and with out warning or excuse, destroyed the entire Danish marine com mercial as well as naval un ler pretense thit there was dant'sr that they might be seized by the French. Then she occupied the island of Heligoland, as a strategic point controlling the navigation of the North' Sea; and that position she has since held under a military protectorate. Now she yields it up not to Denmark, to which ii originally belonged, but to Ger many, which has been maneuver ing for the domination of the North Sea ever since the seizure the trchleswig HoUtein territory. At that time also the English Tories threatened direful things, but found it convenient to retreat and leave little Denmark to her late, to be spoiled by the stronger jo er. Now, the same'Tory party has completed the' Engli; h sur render to Germany by voluntarily yielding up the key to the North Kea, which will innke Germany hereaiter the dominant power in northern Europe, outnideof Kussia. It needed only this to complete the fall of the great "Jingo" idol ; and it has remained for the coercion administration of Lord Salisbury to inflict that last hu miliation on England. PECULIAR BUGS. The lugene Journal says: "Great number of a large fly or bug, resembling a butterfly, have made their appearance here. Yes the electric light is pre-eminently a )ug catclvar. The World's Fair at Chicago has been the recipient of faint praise from the New York press, for ob vious reasons. But it is com mendable in the Tribune to speak in terras as commendatory as the following: The World's Fair secures a most energetic and com petent, executive officer by the election of Major Butterworth as secretary of the commission. The Congressmen from Ohio may have an awkward habit of thinking for himself ; resisting reciprocity Canada with, and the, tendencies of protection ; but he is a man of force, with breath of views and a genius for mistering details. He will make a most satisfactory secretary of the commission. The World's Fair in Philadelphia was from brginning to end a note worthy triumph f American or ganizing ower. The World' Fair at Chicago ought to aagocrfi a model ; and it will be if men of Major Entterworth's working power are at the head of it. Tho-k who can see nothing but and disaster in the future of our country, are respectfully referred to the fact thar the English capi talist, in seeking a safe place for his surplus wealth, puts from three t five dollars of his money into this country for an investment for every onu that he placed in any of the so-calleit flourishing colonies of Great Britain. As an indica tion of the worth and stability oi this country, that has no wars or disturbances on hand, that fact is a leading and important one. We are a proserous aud growing country and investments are safe and sure here. Evekv person of judgement ard thought upon the subject will say a hearty amen to the Chronicle's putting of the following : A speedy end should be put to the White Cap outrages around Las Vegas, said to be the work of lawless Mex icans.' The efforts of vigilantes are always dangerous, aud this is es pecially true where they attempt to reform the manners or mora's of a community. Tl e temptations to make an organization of this kind the means oi private revenge is too great for most mea to with stand ; tieuce the atrocities which always mark the rise of these A'hite Cap associations.
