The President to-day transmit ted to congress a letter from the secretary of state, enclosing the report of the International Ameri can Conference on the Interna tional American bank scheme. The latter, the President savs. does not propose to involve the United States in any financial re sponsibility, but only to give to the proposed bank "a corporate franchise and to promote public confidence by requiring its condi tion and t ransactions to be submit ted to a scrutiny similar to that exercised over the domestic bank ing system. In a letter to the Presielent, Sec retary Blaine sets forth the advan tages derived from such a project, lie says in part : "the merchants of the country are asdependanton tne cankers ot l-.urope in their li nancial works with their Ameri can neighbors as they are on the ship owners of Great Britain for transportation facilities, and will . continue to labor under those em barrassments till a direct banking system is established." A bill has been prepared at the state elepartment to carry into ef fect the recommendation of the committee. The bill designates the United States delegates to the Pan-American convention us com missioners to receive subscription, to the capital stock of "the Inter national American Bank," bonds for which purpose may be opened in Washington, New" York and other principal cities in the Amer ican republics as soon as 60,000 shares are subscribed.
