Perhaps our Southern neighbors are the most interested with us on the subject of eilyer coinage, and a monoy basis on that metal. The matter was presented to the Pan American conference by Mr. Estee, the member of that conference from California. Mr. Estee propose that the nations represented in the confer ence shall have power to coin, in certain proportionate amounts, sil ver of a uniform weight and fine ness. The dollar is to consist of 4122 grains of silver, 900 fine.: The United States shall coin not lees than $2,000,000 nor more than $4,000,000 a month. Mexico and the rest of the republics are to bo permitted to cqin not -more than $4,000,000 a moath, the proportion of each to be determined by the amount of population. This inter national silver, coin is to be made a legal tender among all the nations issuing it. There are other provis . ions for creating and dissolving the : Monetary Union in a given number of years. An International Com mission is to oe established, and regulations, made, tor the withdraw al of all silver coinage that is not in accordance with the standard. The establishment of a common silver standard was one of the subjects proposed in the invitations to this conference, and the scheme of Mr. Estee is, per haps, as good as any that would be likely to meet with serious consideration. It need not be said that the plan, if adopted by the conference, would be only in the nature of a suggestion, and could not be put into operation without being ratified by the re spective governments of America. Herein lies the chief difficulty, as each of thesp governments lias a silver coinage aad a standard to which its inhabitants have become ' accustomed: Some of the eastern papers in commenting upon this proposition think there m nothing in this scheme except its- uniformity that would compensate them for making this change. So far as the people of the United States, pro concerned, the plan, if adopted, would makf) no. alteration in the system of-silver coinage or the amount of the monthly issoe. Fcr this reason, if for no other, the rest of the American nations slight be disposed to reject it as merely an effort to bring their silver coinage into harmony wih out own. The dollar of Mexico baa a' little more pure silver in it than the t-tandaid dollar of this country. The silver peso of the Argentine Rt public is worth about ninety-cent?. Should the Estee plan be adopted it is probable that a portion of the re dundentr Etjlver 'coinage of the the United Slates, would flow off to South America. But tne Argen tine Republic and Mexico t would be apt to ask; what they could gain by degrading fbeif silver standard - still lower in order to accommodate the people ' of Ibis- country. In congress this scheme, if recom mended by. the Pap American con ference, would be sure toencounter strong opposition, both from the ad- - Yjocatctf pf free silver coinage and from the frieqds of Secretary Win dom's bullion oill. Obviously the plan wquld be one of great advantage to all ot the countries, iqterested :n it, and if.it can be adopted as a compromise measure between the apparent ex tremes of Mr,.
