While the territory grew slowly in tho early days of its organization, . it has now laid the foundations for a rich and prosperous common wealth. Her population last year was estimated to be over 117.000, and the senate committee expresses the belief that within ' one eir after her admission as a state these figures will be increased to 150,000. When letter-writers can know that their letters w ill be de livered promptly and with accur acy there is much more tenrptation to write than w here the delivery system is not in voiue. Wk measure a variety of articles by the yard, but what that yard practically is would be a hard mat ter to e.'ucidate, it may be said in answer that a yard fs simply an arbitrarv standard which tradition says is based upot. the length of the arm of Henry VIII. At pres ent tlie yard is the distance between two marks upon a certain bar, kept in .the Tower of London, and if it should be destroyed the exact standard could never be replaced. To avoid this uncertainty, and ob tain a fixed and unvarying stand ard, the French, in the last cen tury, made an accurate measure ment of a quadrant of the earth's circumference, and, taking the ten-millionth part of this distance, gave it the name of metre, and adopted it as the standard of length. The length, which is equal to about 39 37 inches, is now in universal use on the continent of Europe, and is authorized as a legal standard in nearly all civil- izod countries. Considerable dis cussion has arisen as to w hether the original measurement was perfectly accurate, and it teems probable that there was a small error, so that if the standard metre now kept in Paris should bo de stroyed, a remeasurement of the quadrant of the earth would not give us exactly the same metre. However, the error in any case is a very minute one, and the chances arc very small that the original standard will ever be de'r.yed, to say nothing of the fact that the numerous copies distributed among the various nations of the world do not appreciably differ from it.
