The extent to which partizanship can be carried, and still maintain integrity, and a due regard for per sonal duty to ones country and that country's welfare, is a question that seems to be looked by many different colored glasses. Indeed the flexibility of conscience upon the subject seems to be without limit. It is acknowledged on all sides that a fair degree of partizanship is an absolute necessity for the main tainance of the government, but the partizanship that sinks duty, patriotism, and all other consider ation, underneath its own selhsh agrandizement. and that One of the principal topics that engages the attention of every ses sion of the English house of lords, is the abolishment of the law for bidding tbe marriage of a deceased wife's sister, but the law has been invariably sustained heretofore. It is now said that Prof. Shroeder, president of the Imperial German Commission for the revision of the bible, has furnished the members of that body a good excuse for vot ing for the "deceased wife's sister bill." The professor has discov ered that the Biblical verse upon which opposition has heretofore planted itself means that a man must not marry his sister-in-law while bis wife is living, or, in other words, must not have two wives in the house at the same time who are sisters. This furnishes the Lords an easy waj" out if they want one, which we doubt. TnE enormities practiced upon the political exiles in Siberia, by the Russian officials, under direct instructions from the imperial gov ernment in St. Petersburg, certain ly give grounds for the nihilistic attempts . to massacre monarchs. When delicate, cultured women, who were exiled to Siberia for poll tical offenses, are deliberately too Dy i whipped to-deatb, as was done at means that can be named by no lighter title than duplicity, is cer tainly not a partizanship that helps to build up but rather to tear down. So there must be two sorts of par tizanship, one which leads to trea son, and another which is the practical expression of patriotism. The person whose boast is that he has no party and no principles everybody now knows is a useless and worthless barnacle on the ship's bottom, capable of no good thing unless the sheer inertia which ignorance and selfishness abun dantly supply is a good thing. But if there is a partizanship which is dangerous and also a partizanship which is a duty, what are the lim its of the two? There has been considerable loud talk recently about the alleged partizanship of the speaker of the lower house of congress, in making rulings that allowed business to be transacted, while the plain parti zanship of a few undertook to hin der all business by a very open and flagrf.nt refusal to perform their sworn duty in the house. Mr. Reed's decision was that the power to liansact the people's busi ness belongs to the majority, and that the constitutional power to compel attendance of a quorum necessarily involves the power to count the quorum when present, whether voting or silent in viola tion of rules. His opponents de clared that this constitutional pro vision can be rightly nullified by members refusing to vote. Which is the potriotic party here, that which seeks to do the people's business and to enforce the const tution, or that which seeks to stop the business and nullify the consti tution? One is certainly wrongful and the other patriotic. Must it not be held a patriotic duty to dig charge the public business and to carry out the supreme law of the law? Must 'not the partizanship which strives to defeat both the constitution and the will of the people, for the sake of retaining some partisan advantage, be pro nounced dangerous? the Kara prison, it is not to be wondered at that the official head of the government should receive some retaliatory menaces. A whiter in the "The Metropol tan" asks his reader: "Did you ever think how mazy male and female ancestors were required to bring you into the world ?" With out giving his reader a chance to reply, he goes on to prove that "139, 235, 017, 489, 534, 976 births must have taken place in order to bring you into this world." The thought is a solemn and fatiguing one. But then the figures may not be trustworthy, and it is under stood that any one disputing them is at liberty to make the calcula tion for himself. The modem use of tbe news paper, which has rendered it the indespensible tdjanct of civiliza tion, also brings to the newspaper all the dangers that attach to so universally used a medium of com munication. The Tribune says a new pitfall has been placed in the path of unwary newspaper editors. From the records of a trial which has just taken place in the couit of Queen's Bench, London, it would appear that there are persons de praved enough to pen libellous statements about themselves, and then to get an unsuspecting editor to publish them in his paper. This raises a nice point in law. For it does not follow that because a man makes a statement about himself he cannot suffer any injury by its publication.
