Patrons of the paper will please observe the change. EDITORIAL NOTES. The extent of La Grippe in San Francisco has become alarming, the death rate having advanced fearfully since its advent. Pokti'gal is making consider able noise among the community of nations, but Great Britian keeps a firm grip upon her and she will soon cool down. Excessively high rents seem to be the chief cause of the dozen or more business failures in Tacoma Ine happy medium in carrying things into high prices should be carefully observed in all cases. Twenty million dollars per year is the estimated amount spent by the human family for those pebbles called diamonds. South Africa and Brazil are the chief producers of these coveted prescious stones. Rockefeller, the president of the standard oi! company, manages to eke out an existence out of his pittance of this world's goods, con sisting of one hundred and twenty nine million dollars. Poor fellow that Rockefeller. American's who went to Kurope during 1889 spent in that country upwards of $100,000,000 it is esti mated. While on the credit side the immigrants who arrived in thip country from Europe only brought $40,000,000. That is not a fair division bv any means, but the Yankees will spend their money. The interstate commerce com mission have recommended to congress a number of amendments to the law shown to be necessary by the practical experience of the past two years. One of these is most radical, being no less than the extension of the law to com mon carries by water transporta tion. They desite the long and short haul clause to remain as it is. Bradstreet's gives a detailed list of failures of woolen manufac turing concerns and wool dealers in 1888 and 18S9. This year's list foots up 72 failures, with $10,442,000 liabilities and $7,032,000 assets, against 57 failures, with $3,637,000 liabilities and $1,970,000 assets in 1888. As to the coal trade, in 1389 Bradstreet's estimates that the companies did a decreased business of about $14,000,000, the output being 3,000,000 tons less than in 1888, and the price received at the mines IS cents per ton less on the 35,000,000 tons marketed. About 14,000 coal miners are out of work, owing to a curtailment of operations. The falling off in foreign immi gration to this country has been a subject of remark for some time. We glean later facts of interest npon the subject giving both the figures and the source from which the immigrants come. The immi gration to this country during the year now closing is likely to be about 100,008 smaller than it was during 18S8, when it was a little more than half a million. There has been a pretty steady decline since 1882, when the tide reached its highest point, bringing into the Country in that year about 720,000 aliens. Germany continues' to send the largest number coming from any single country, nearly 100,000. England, Scotland, Ire land and Wales Icombined sent about 140,000. From Norway and Sweden the tide is still strong, as it has been for many years, about 45,000 coming this year. The totals for 1889 will complete the record for serenty years, during which Accurate statistics have been com piled. These will show that the United States has received from foreign countries since 1820 an ag gregate of about 15,000,000 of peo ple, of whom Great Britain has sent about G.000,000, Germany about 4,500,000, Norway and Sweden about S00,000, and Franco about 359.000. Ireland alone has sent nearly 3,500,000. We are told by interested parties that the annullment of our nsury laws would brine: into our state larger amounts of money, and that the result would be a competition in the loaning market that would brini interest at a much lower figure than it now rules at. The jeculiar hallucination that would make thinking persons believe all of that, must be somewhat akin to lunacy, especially when we are made acquainted with the fact as published in the New York Timesf that on the 30th day of December money actually loaned, for busi ness purposes, in Wall street at fortv Der cent. It must I e a very peculiar and active competition that makes the rate 40 per cent. Oregonians would probably relish a competition that would change from 10 per cent, to 40 per cent. Commissioner of Pensions Raum has sent a letter to Secretary Noble requesting the removal from office of Henry A Phillips, of New York, chief of the middle division of the pension bureau, on the ground of inefficiency, and that the efficiency of the bureau will be promoted thereby. On April 23d last, dur ing Corporal Tanner's administra tion, Phillips's pension was re-rated and increased. For this reason Secretary Noble, some weeks later, requested him to resign. This, however, he declined to do, and no further action has since been taken owing, it is said, to pressure which was brought to bear in Phillips's behalf by membeis of congress and others. It is believed Phillips's dismissal will be soon followed by others whose pensions were re rated, and several others will be reduced in rank and pay. ITUm flnlnW.fr!
