The office of the Daily and Weekly Herald has been re raoyed into the Foster block up stairs in the rooms formerly occu pied by the Masonic lodge, where larger and more commodious quart ers have been fitted up. Patrons of the paper will please observe the change. FASHIONABLE NAMES. Dame Fashion does not confine her realm to matters of adornment in ths shape and color of wearing material by any means. She ex tends her sway to all the walks and avocations of human beings, and makes one and all both great and small bow down and worship at her shrine. Her behests are rigorous and unanswerable, as fixed and unalterable the laws of the Medes and Persians, and as ilckle and variable as the veri table winds of the heavens whose goings and comings no man know- eth and whose moods are never continuous. In the distinctive names of coun tries and political divisions, Daroe Fashion exerts her iron will. For instance in 1776 the United States of America were formed. In 1824 the United States of Mexico came into official being, In 18(31 the country which had been called New Grenada took the name of the United States of Columbia. In 1864 Venezuela became the United States of Venezuela. In 1S89, just one hundred years after the people of Paris had overthrown the Bas tile, the Republicans of Brazil abolished the empire, dethroned their Emperor, Dom Pedro, with very little violence of any kind.and established a republic, called the United States of Brazil. The year 1SS9 may also be memorable for the federation of the republics of Central America, ami their union into a republic which will be culled the United States of Central America. A congress or !iet of the Central American republics, sitting at the city of San Salvador, lias formally signed a Pact of Union -.-an instrument co: responding with the articles of confederation , under which the United States of America wore 'irst organized and has submitted this compact to the governments of the five Central American republics Guatemala, Salvador, Honduras, Nicaragua r;nd Costa Ric. This instrument lias, we believe, been ratified by three of the states named Guate mala, Salvador, and Honduras; ' and Costa Rica is supposed 'o be ready to entt-r the union if Nicara gua also m ill do so. The congress will assemble in August, 1S00, at Tegucigalpa, the capital of Hon duras, to choose, by lot, a presi dent for one year, from among the presidents of the new republic. According to this compact, the presidency of the Central Ameri can Republic will pass, by rotation from state to state, year by year, during ten years ; but at the end of that period a constituent conven tion will assemble to form, as our convention did in 1787, a more per fect union. An American journal, referring to the tendency to federa tion and consolidation which is one of the features of modern poli tical life, predicts that some day there will be in the Western Hem isphere but two countries, the United States of North America and the United States of South America. Thi3 may, indeed, be the case some time in the future, but it is likely to bs somewhat dis tant future. And yet it is quite possible that it may be realized long before the realization of the event which has been a favorite dream of European republicans the formation of the "United States of Kuropc.;' 0.1 oS4 of a round, or 2 6534 j oum'cs, upon the same spring bal-j ance, at the moon's equator. The report of the secretary of the Johnstown relief fund shows j that there is over seventy thou sand dollars left of the fund after all of the expenditures that could possibly be made. There were estimated to have been drowned in the Conemaugh valley 2280 persons. 1675 bodies were recov ered, 1021 identified, 654 undenti fied and 605 missing. The relief fund amounted to $2,903,07:1. The death of Walker Blaine in Washington, takes away one of the prominent men of the nation, and his father's mainstay and right hand man. He was holding a minor federal appointment in the state department, but was in real ity assistant to Secretary Blaine. Chicago is said to be as strong as all three of her rival cities for the world's-, fair of 1892, or 1S95 as congress may determine. The bill to employ Hon. W.
