Patrons of the paper will please observe the change. PERSONAL THE PROPERTY EXTREME. The question of ownership in different things as personal proper ty, is one of the peculiarities of human claims. But one of the most peculiar of these claims that has come to light recently is the claim of property in language by virtue of having coined new words. The language of a people, in its perspicuity and adaptability for the uses of conveying'ideas, marks the growth of a nation in a civiliza tion and advancement. Indeed as a recent eiitarial writer says the whole story of civilization is em braced in the record of linguistic fluctuations ; and thus in a sense the best histories are the diction aries. Empires and peoples have passed away from time to time, but their words have remained to per petuate their glories and to increase the facilities of education jitnd pro gress. It goes without saying that while this work of invention and selection, of trial and adjustment, was going on, there was perfect freedom of individual appropria tion. There was no monopoly of language, no corner in words. All were at liberty to use the terms which suited their purposes or pre ferences. Thus in the course of events our own language reached an aggregate of 40,000 words. That was a quarter of a century ago, and it was then commonly supposed that we had all the words we could ever adapt to useful service. But since then the number has been increased to 200,000, in conse quence of new demands in various branches of literature, as well as in the realm of ordinary peisonal intercourse; and the indications point to a continued growth, or did so point until the other day, when Judge Bradley, of the United States circuit court, rendered a decision whiuii may change the aspect of affairs in that relation by shutting off our supply of vocal novelties and conveniences. This decision is to the effect that the coiner of a new word may copy- wright it and thus make it his private property, and that no other person can legally use said word or any imitation thereof. The parti cular word in controversy before this learned and upright jurist was "celluloid,"- which the plaintiff corporation claimed as a noun of its own creation, which it had copyrighted as a trade-mark. On the part of the defense, Webster's and Worcester's dictionaries and Chambers's Encyclopedia were offered as evidence that the word was public property ; but the court held that the dictionary-makers had no right to include the word in their book, and that such un lawful publication could not affect the vested rights of the originator. Assuming this to be good law, it follows that we must be content for the most part with the old familiar words which have descended to us from previous ages, and which can not be copyrighted for speculative purposes. Our civilization has reached a point, manifestly, where it becomes in at least one particu lar victim of its own law of develop ment, and the new words to repre sent the hew things which it is daily bringing to pass it may be enjoined from using by its own judicial tribunals. New York could be brought within five days of Cartagena, six days of the Amazon, seven davs of Cerro del Pasc, eight days of Lima or Cuzco, nine days of Melendo or La Paz, and twelve days of Valparaiso. The mails of Europe for one-half of South America would pass through 1400 mile., of our territory. A new and attractive tourists' route would be opened, trade and travel would seek new channels, and the com mercial union of at least five re publics would become possible." The English syndicate which proposes to buy a large number of oil wells and furnish pipe-line transportation for other owners of wells will be a competitor that the Standard Oil Company cannot pur chase or crowd out. It is to be hoped that the English company will give this remorseless monopo ly no quarter, but will fight it out all alon the line. The Standard I w ill find it has sown the dragon's teeth as soon as it has a genuine competitor, for enemies by the hundred will rise on every hand to get vengeance for old injuries. The wine crop of France is said to have materially fallen off during the past year, over former years. This will have a decidedly dis couraging effect upon the drinkers of French champagne, but as it is further said that the entire crop of French champagne would not sup ply the wants of the city of London for one month, American consum ers of the sparkling beverage need not worry. Then French cham pagne is French only in name anyhow, and they can continue to gather all the exhileratinj? effects of it'just as they have in the past.
