' 5.25pm I C.r.Oa ARE THE sea soys J NO. 11 A NO- More or less prognostications as to the possible change in the cli mate are always in order, but there seems to be a special reason for such talk in view of last winter and the present winter as far as it has run its course at this time. Last winter was of remarkable liirhtness everywhere. Minnesota failed in material for an ice palace. This year the winter solstice comes mostly in name, for it is said that even in northern Russia, where the rule ha3 been for three and four feet of snow, the ground is bare this winter. However there the temperature is at its usual solidness and makes the absence of snow a calamity, as its protec tion for the cereal crops L needed. But in th eastern states of our own country the mildness of the winter is even more marked than last year. In Ohio, the despatches say, dandelions are blooming, maples are blooming and lilacs putting out leaves. So from all over the north comes reports of a similar nature. . Taking these facts as evidence of a steady modification of the condi tions governing the temperature of the whole world, a subject of the greatest interest would certainly be opened up for the study of both the meteorologists and astrono mers. Is the earth for any reason being subjected to a greater amount of heat, and if so, what are the reasons? It is entirely consonant with the history of the earth to suppose that a great change is go ing on, for the earth's climate has undergone many great vicissitudes during geological history. For ex ample, a warm and genial temper ature has once prevailed in arctic latitudes, while at another time snow ami ice extended far down into the heart of Europe. This latter change took place within a comparatively recent geological pe riod, and 'the traces still remain remarkably Iresh. Indeed, it is a settled fact in geological science that the glacial eriod shaded with out any abrupt change of any kind into rhat is known as the human or recent period. It has been a question whether man was coeval with the ice age, but it is certainly true that the temperature of the earth from this period steadily rose till the conditions which have pre vailed without great variation from the beginning of written history were reached. Perhaps if it were possible to know as much of the climatic conditions of various sec tions of,the globe as it existed at the time the earlier histories of different peoples were written, we should find that the shading from a colder into a warmer temperature had been much more remarkable in extent than has been supposed, and would actually furnioh reasons for thinking that the people in this latitude have seen the last of the snowy winter that the grand-parents still living tell us about. The nature of the earth's movements are known to have a j? reat influence upon climate, but not the kind of an influence to cause the general effect in our hemisphere which seems now to be noticeable. A high condition of eccentricity tends to produce an accumulation of snow and ice on the hemisphere, the winters of which occur in aphelion. In turn the accumula tion of snow and ice tends to lower the summer temperature. But ex actly opposite effects take place on the other hemisphere, which has its winter in perihelion. The gen eral result is that one hemisphere is heated and the other cooled. But there does not seem to exist such a difference between the win ters of South America and North America to warrant the conclusion that the earth's eccentricity kas anything to do with the new con ditions we seem to be experiencing.
