SPECIAL UELIVEl'.y LETTERS,
To nik Km run !! tub Hkkai.d:
Will the 11kkam be kind enough
to inform a subscriber the object of
placing an extra ten cent stamp on
a letter, and stamping it special
delivery. In looking through my
mail at 10 a. m. to-day, I discover
ed a leaflet bearing this legend :
"Call at the window for a special
delivery letter." On glancing over
the letter after receiving it from
the window, it proved to be a re
quest to telegraph the condition of
a very sick orphan sister, the
writer wanting to know early, so
as to visit her by the next train.
After being in the hands of the spe
cial delivery man for three hours, I
received it just 20 minutes too late.
Without any wish to growl it seems
o me that such delay ought not to
be allowed to go unnoticed.
Subscriber.
The siecial delivery stamp, if
accompanied by the regular two
cents postage, should have insured
its prompt delivery. En.
The Country is Growing.
At the session of the county
court yesterday the new precinct
of Tangent was created, it being
formed from a portion of West
Albany and Center precincts. The
East Albany precinct will also be

when the voting population of a
precinct exceeds 500 it may upon
petition be divided. The number
of voters in East Albanv has
grown to be over 700, hence it will
be divided, inis portion 01 ure-

At the Opera House.
Lady Aulley's Secret by the
Eileford-Brophy Dramatic Com
pany at the opera house last night
was exceedingly well presented.
Every part was sustained with the !
spirit and energy peculiar to this i
company, who are each finished i
artists in their well appointed!
roles. Lottie Beaumont as Lady;
Audley was superb, and Jessie!
Norton as Phoebe Marks and Alta i
Sherman as Alicia Audley were!
perfect in their parts, to which!
thev wen- well adapted. Jas. M.j
Bro'phy as Robert Audley, W. .1.1
Elleford, as Luke Marks, Emile!
Collins, as ieorg'i Talboys, and J. !
Siliince. as Sir Michael Audley,
each sustained their characters to J
perfection, and cxmmteu some
clever acting. The company, alto
gether, is as good as ever "visited
this city, and truly adorns the
histrionic stage. The play last
night concluded with a most laugh
able fare, entitled "Confusion," in
which the poodle dog and baby in
extricably mixed up matters in a
very amusing style. To-night
East Lynne will be presented, and
to-morrow night, ''Fun in a Board
;ns School." There should be a
large audience.
Arrested at Ashland.
Chief of Police J. N:;ioffman
left for Ashland last night after
Pete Montgomery, who was ar
rested at that place on a charge of
larceny by bailee. The charge
was made by Thomas Harris, who
recently removed to this city from
Wells Station, Benton county. He
alleges that while in theSunnyside
saloon he gave Montgomery $95 to
keep until next morning. When
he went to get it Montgomery had
gone to Ashland, taking the $95
with him. The latter may be able
to explain matters on his return
with Officer Hoffman.
For the I'onsennion of a Mine.
The recognized value of the San
tiam mines is shown in a marked
manner by a vigorous suit which
has beeu carried to the supreme
court to recover the possession of
Red Bull Mine in that district.
The suit was brought by M. V.
Bilyeu and others, who had been
working fhe mine against Dr. E. O.
Smith. The plaintiffs won the
suit in the lower courts. The case
was argued and submitted in ihe
supreme court yesterday.
The Weather Moderating:.
The U. S. signal service weather
indication for to-day is rain,
warmer. It froze again last night,
but it seems fair to believe that the
hack bono ot the cold spell" is
broken. Steamboatmen, who were
beginning to realize what it is to be
caught in the ice on the river, and
Oregonians generally, will gladly
welcome a warm rain.
