COM- Congressman Flower, of New York, if tbe recent dispatches cor rectly report his intended action, ha. started up u the right track J for a sensible reform, although it proposes a most radical change from the present methods. It i the proposal to havejilt appointive officials elected by the ballots of the people. lie is reported to have said : ,-I propose to effect such a change in our laws that people all over the country should select their own postmasters, olleetor.s of internal revenue, custom-house oHicials and other Federal oiTirers. l'olitics are everything in 1'ederal appoint ments, whereas politics should not be considered at all. Government should be a business, and the idea of local self-government should Lc carried out to the fullest extent, it we are to preserve the ideas on which our goverwne.it is founded. "The election of Federal office holders every four years would do away with the ollieediolding class entirely. No change need be made in the details of office-holding. Holders should be kept under bonds as usual, and the govern ment should see that the bonds are paid in case of dereliction. The Civil Service iaw is an improve ment, perhap-, on the old system, but it does not g.- t. iu...t of the : 1 matter. F.!ci;'ions such as I have described are the o!ly inet!i-i.'i of I making a government of the jjcople, j for the people and by the poule. The change I propose would have the effect of giving presidents more time to consider questions of state, and would relieve them from the oflicp-vendinu Imvili S'S " ! .Mr. Flower is not the originator of this mutter, and probably if he does go in for it now, works with the idea of gaining publicity and prestige, as the advocacy of such a sweeping ctiang'.t lias not vet reaction me stage as to rommaiui a i hearing in congress. Yet never-the-less the underlying .sentiment of the people is very strongly in that direction, and sooner or later just such a reform will be calh d for iu term- that will brir.g its adoption. Tnere is no reason in the world why every citizen should not parti cipate directly in saying who should ssrve them in official capacities, and especially in the local offices, such as postmaster marshals ; and even census enumerators. Tie question of adopting meisu.-es of this nature, however, must wade t's rough the oposition that springs from the coveted powerful influence brought by the right of distributing the offices ; and it will be fought for to the bitter end. No other measure would contribute as much towards purifying politics as would this. The question cf silver coinage is one that is discussed with varying degrees of interest, but is oue of vital interest to the people- That silver should have an equal legal standing with gold as a circulating medium, there can be no question, j and to the people in general there also can be no question that there should be a free coinage of silver. Those w ho oppose it do so on the trust principle of obtaining a mono polistic control of the t-irculatiiiL' medium. Chicago is finishing the large.-; and finest aiidiloium in th? world, i Patti will sing at its openin, and l'resident Harn.-on lias signified 1 his intention of b.'ing present. Tub Pan-American Congros delegates from the South American nationalities are now proposing a future excursion by 6ea to include all of the South and Central American nations. The line must be drawn somewhere and it had better bo done at the water's edge. Our country is not particularly anxious to exhibit its naval strength just now.
