terested to get congress to subsid

ers. Much will be heard, and that
for weeks, about the vital impor
tance of developing our trade with
South America. That no one
denies, since our states have
traded with themselves ti'l they
are fully supplied with goods of
domestic manufacture, and a for
eign outlet must be Bought. The
question to be decided is: Should
that outlet be obtained by the
co-operation of private capitalists
r by subsidies f'om congress?
