The Congressional Appropriations for On-gto and Washington. .: The engineering bureau of the war department has completed a thorough examination into the im provement of the rivers and har bors of the country, and the amounts allowed to the various sections and states. Since the government has under taken the improvement of the rivers and harbors on the Pacific coast the total ' amount granted threfor improvements has been $7,6ST,'!)Stf. Oregon has received the most of this money, with Cali fornia next and Washington terri tory last, with comparatively a small sum. It was not until ltrtiti that the I government commenced work on I the rivers and harbors of Oregon, the original appropriation of $15, ' 000 having been "for the removal bor improvements, neither in their number nor in the amount expend ed. Indeed the total sum which has been appropriated is onlv 1 $S,;00, and it was not until 1880 mat congress commenced even these small works. The weather has been fine. Never before has so intense an interest been centered in any elec t;on within the territory. The questions before the people were : Whether or not the centi lution shall be adopted, the elec tion of state officers, members of the legislature and representatives in congress, and the people have to-day indicated by their ballots what place they prefer for state capital. ilEyery voter went to the polls and exercised his prerogative in Washington's first state election. It is believed from estimates already in that over 50000 vote, have been cast. Returns are slowly coining in and at this hour, midnight, ac curate figures cannot be given. It is conceded that Ferry, republican candidate for governor, and Wilson, republican candidate tor congress, are elected by probably 10,000 majority. The republican chair man claims the legislature on joint ballot by a majority of 25 to 30, while democrats claim it by a small majority. Returns from 11 counties indi cate that the prohibition clause is badly beaten and woman suffrage also rejected. The republicans have elected nearly everv state officer. The most hotly contested cam paign has been on tho selection oi the state capital. The returns at this hour indicate that the contest is narrowed down between Olym- pia and Isorth akima, with the majority in favor of Olympia contest promises to be close. The Take Notice.
