"SUNSET" COX GROWS "FUNNY' The Work of the .Members of the Cabinet Trouble Between the Government and ' the Telegraphed Companies. Special Correspondence. I Washington, August 12. Sec lecary 'Windoui has returned from his trip to Boston and will remain here for a few dajs before taking a short vacatioi. He has worked very bard since the 4th of March, as in tact have all the cabinet Ai re rs. Few people outside of Wash ington have any idea f the hours these officials have been obliged to put in at their desks. The opeaing of a new administration always means unlimited .iard work for the men who have to map out and put into operation its policy, and this being such a radical changt from the democratic administration has made the amount of work to be done much greater than nsual. It is bo exageration to say that tke members of the present cabinet have worked harder during the last f yo months than they ever did before in their lives and several ot them have been for years at the head ot large and successful pri vate business concerns. Ihev have all earned a rest. "Sunset" Cox, the "funny" den ncratic Congressman from New York never forgets to be humor ous. lie has just returned to Washington from a trip thrwugh the four new states, and he cooly cUimj credit tor tho passage ot the b;ll making them states by the last Congress. This is carrying a joke almost too lar. If I remember aright, and I think I do; the credit for the passage of that bill belongs tt the republic a is, wlf informed their obstinate democratic col leagues that unless the bill was ai lowed to go through the bouse the president would cull an extra session immediately alter his inauguration for the express purpose of passu g it. Mr. Cox is entitled to the credit of having had sufficient polit ical seuse to make a virtue ot necessity, an6 for having persuaded some ot his more near sight democratic colleagues to vote lor the bill. Let Mr. Cox be as funny as he wants to. but don't let the record on this subject be muddled or coufused. The Government departments are having a good deal of trouble with the telegraph companies owing to suspension ot the contract lor carrying Government message Tho telegraph people are making Uncle Sam pay cash at transient rates for all the messages sent The Post mister General, who has authority under the law to set the price for this work, claims that one mili per word is a fair price, this is denied by the telegraph companies, and in the mean time Government officials have to pay for their mes sages. Ono pensioner of the Govern ment has just had a pieco of gocd. His name is Richard Whiting, and in 1883, be was granted a pension of $24 per month, which was sub sequently increased to $50 per month. Afterwards through h mistake made by a surgeon the pension was reduced to $8 per month. Tho pensioner applied lot a reopening of bis case, and Assist ant (secretary Bussey has just de cided that he is entitled to a pen sion of $72, per month and arrears since his discharge which will amount to $12,006. Ex-Postmaster General Frank IIatton'8 latest charge against the Civil Service Commissioner is that lists of the questions to be asked at examinations have been sold to applicants. He has not yet stated who sold the papers or when the offense was committed. It is said that ex-Attorney Gen eral Gariand has been employed to represent the Northern Pacific rail road is this city at a salary of $25,- 060 a year. It is to be hoped that his experience with this corpora- tion will be pleasanter and more prohtable than what be had witn the Pan-Electric Telephone Com pany not many years ago. Before Ieavinr the citv lor a short rest Secretary Noble received the preliminary report of the com mission which has been investigat ing the re-rating of pensions. He has instructed the commission to proceed with the investigation He wants the proceedings for twelve months. When; the manufacturer of an article1 which is to go into the staich as food cones up before them in the newspaper with advertisements of his wares, they demand tba: ne shall be both truthful and honest in his representations It goes without saying that the manu facturer who will willingly or fraudulently misrepresent as to en dorsements which he claims to have received, can lay ao claim to the patronage of tho people whom he baa thus sought to deceive "False in one, false in all," is the watchword in such a case. Housekeepers have no douot noticed that the Price Baking Powder Co. have published, in their various advertisements throughout the country, statements representing that the National Board of Health, as Washington, had favorably reported upon and endorsed that orand ot Baking Powder. It appears that these j statements were incorrect; that the Price advertisements were direct misrepresentations,dishonestly used for the purpose of seeking patron age of the public, and prejudicing consumers against other well known brands and that the National Board of Health never endorsed or commended the Price Baking Powder in any way what ever. The following extract is given t'rim a letter recently ad dressed to the Royal Baking Pow der Company, of New York, by the Secretary of National Board of Health, and will serve to make plain the deception attempted to be macticed: National Board of Health, Washington, D. C, April 25. "I have read the papers with as tonishment at the unbounded assurance displayed by the Price Baking Powder Co., in attempting to use the National Board of Health lor the purpose ot tivin credit to Dr. Priee's cream baking powder. I am unwilling that this Board should be used for the pur pose of misleading the public in the slightest degree. I have to say, tberetore, that tins Board never, in any manner, shape, or form, 'com mended.' 'iadorsooY or 'favorably reportod on,' Dr. Price's Baking Powder or declared that 'with the exception of Dr. ruces liaking Powder every sample was found to be more or less drugged or tainted,' and anv statement that conveys such an impression, directly or in directly, is wholly untrue W. In tho examination of baking powders and officials tests made by the Ohio State Food Commission, Price's Baking Powder was shown to contain 12. GG per cent, residuum or insert matter. Early this morning a fire broke ont in the kitchen of a restaurant in a five story tenement house at 305 West Seventh Avenue. Nine out of six ty odd lost their lives. It was a great wonder that many more did not perish. Aged Stago Driver Drops Dead. Portland, Aug. 19. S. II. Smith, an old man who for years has been diiving a stage coach from this city to Fulton, dropped dead this morning near the Red house, while in the act of hitching up his team. The Weather.
