IN ILLINOIS. Chicago, July 10. The severest thunder stoim in many years oc curred here last night. An inch of rain fell in 20 minutes and cellars and basements were flooded. A Chinese laundry man spent the night perched on a table. Base ment lodgers were driven into the street and much property was damaged. IX OHIO. Cincinnati, July 19. Heavy thunder storms at" 3 o'clock this morning flooded a portion of the town. Business operations. are all broken. At York street a number of persons were rescued with diffi culty. The storm is general in the state. Lightning set fire to the little village of Georgeville in Franklin county. Half the town was burned. THE WHITKCHAPKL. An English man was arrested this morning on a charge of having murdered the woman whose body was found on Tuesday morning in Whitech.apel. The prisoner confessed. lie said the weapon ut-ed was an ordinary pocket knife. He declared that he had just arrived from abroad f - . ... ... xiis acuons lauicaie mat tie is insane. The man's identity is carefully concealed for the present by the authorities. lie has con leseed that he murdered all the women whose bodies have been found in and about the White chapel district,, and gives the names of the victims, dates upon which he murdered then and all the particulars, including all the iletails connected with the crimes. The police believe that lie is a lunatic, but possibly the story he left's is true and he is the man lor whom they have so long been searching. WASHINGTON NEWS. ('mplaint of the 'llctir at I'ort Townsenil Notes of Interest. Washington, July 10. The sec retary of the treasury has written to the collector customs at I'ort Towr.send, W. T., culling his at tention to complaints of excessive delay, in passing and inspection of teas at that port, and requesting him to be less dilatory in the future. In one case it is alleged that fourteen days elapsed between the date of importation of some tea, and free of dutv at the time when the inspection was finished. The secretary of the navy has made a fourth payment of $1,000, 000 to Herbscoff&Co.. at Newport, for the construction of a torpedo boat built lor the United States. A letter has been rece'ved at the state department from Hon. A. G Horn, of Michigan, declining the appointment as consul to alpa' raiso. The London Race. London, July 19. Some time after ward Mr. Hart chanced to see bis only liviDg ton, who at that time was but 3 months old. During the lapse of years which intervened between th&ctimc and the present, Mr. Hart heard nothing from hid! sou cr his former wife. He knew not whether tbey were dead or had taken up then abode in some far away country. Our story is now centered in the Los Burros mining district on the west coast of Monterey couaty, where during the past few weeks certain very straDge things have come to light. Mrs. E. Caldwell, who is a daughter of Mr. Hart by his first wife, is liying with her husband at tiie mines, where they keep a hotel. About six week: since two men from Washington Territory came to Los Iiurros and engaged board and lodgings at the Caidwell hots!. The names of these gentlemen were Thomas Kelley and T. B. Hart, the fornier desiring to invest in land. It seems that there is no regular postoffice at the mines, but all the mail is received at the Cald well house and delivered to the proper persons. Oue evening u Mrs. Ca.dwell handed a letter to T. 15. Hart she remarked that her name was Hart before her marriage. This aroused a tbinkiog m the mind of Mr. Hart and lie at once became convinced that he bad tound his sister. He informed Mr. Kelley of the fac but the latter thought the idea au absurd one. Finally, however, Kelly bad a taik with E. Caldwell, who told him certain facts which proved t..at T. B. Hart aod Mrs. E. Cald well were 'indeed related. The "meeting of the two alter these facts were ascertained was of course a very joylul one. Mr. Caldweli came to tovn Sunday and informed her father that his ton, whom he had not seen for twenty-nine years. wai at her home at the mines. Mr. Hart was ot course overjoyed at healing news from the sou xhom he never expected to see, and knew not whether he was dead or alive. The most remarkable part ct the story is that Mr. Hart's former wife is residing near Bradley. She has since remarried and her name is Pollard, and she is surrounded by a happy family of children. "There arc seventeen miles o the Atlantic coast and five miles or the Pacific coast already finished . That leaves twenty-two miles yv to l-e done, most of which is cut ting, upon which there has aire iy been considerable work done. Tln caual can be completed in S-u-years from January 1st. One thing is sure: If Ameri cans undertake to finish the I'ana bia Canal, you can bet all your money that it will be completed,, and within the time I have men tioned.
