The President has decided that the civil service rules which pro hibits reinstatement without a reg ular examination, ot perties who have been oui of the classified ser vice of the Government for more thaa a year shall not apply t veterans el the Union Army. This will enable about 1,000 veterans discharged during the first thres years ot Cleveland's administration to get their places back. The great depth of the St. Lawrence river opposite Quebec has hitherto been a power ful argument agaiust the construc tion of a bridge, .but engineering skill has overcome this obstacle with a scheme to build a cantilever bridge which will cost close upon $10,000,000. The width of tho riyer from shore to shore at Quebec is 24,000 leet (about four and two third miles). Two main piers are to be constructed of solid granite in forty feet of water, about 500 feet from each shore. These two I piers are to support a cantilever bridge ot a span ot 1442 leet. The total length of the bridge, with tho approaches, will be o4,0GG feet (fteirly six and a half miles.) New Youk, July 1. Captain lloi kwcll, commander of the Clyde steamer. Ozama, which was cap tured by Jxgi'iiuo recently, called at the oliice of the Clyde Line this morning and reported the arrival of his vessel. Captain Rockwell, in an interview with a representative of an evening paper, said that on the morning of June 4th, when about thirteen miles from Gona lues, three Haytian gunboats were seen approaching. Not wishing to be detained by the boats lie put on ail steam and forged ahead. He had not gone far when a phot from one f them across the Ozama's bows brought the steamer to. The Ozama was boarded by officers, who informed Captain Rockwell that he v ould not be allowed to go to Gonalus, but would have to ac company the gunboats to lore AuPrince. On arriving there the steamer was anchored under the of the fort. Captain Rockwell im mediately went ashore and had the United States minister demand the release of his vessel and the re?sons for its detention.. No-attention was paid by the Legitime officers. Captain Rockwell then told of the arrival of the United Stat. ; steamer Ozzippee and the subsequent release of the Ozama, on threat of Captain Kellogg to use foicev I'ERSISTENT MOI'MONS. They Have Aronaeil a JuM Indigna tion in Vt Virginia. Wheeling, W. Va., July 1. The persistency with which the Mormon missionaries are carrying on their work in some parts of West Virginia is lieginning to ex cite a great deal of indignation and there is likely to be trouble soon. Rich county at present is a scene of most active operations. Two I elders have been killed and others gregation and meetings are held weekly, at which polygamy was not on only openly preached, but an attempt is being made to carry the theory into practice, at least one convert having taken unto him a second wife. In other parts of the same county like success has attended the efforts of the mission-, aries. and in all there arc fifty full ;?oiLred .Mormons in the county.
