It is certainly refreshing if not exbilerating to have decisions from I the U. S. land office that embrace justice and common sense, instead of technical quiblings and arbitrary rulinzs. The Chicago Prairie Farmer refers to a late decision by saying that it is glad to know that Secretary Noble of the Interior Department at Washington has enunciated a common sense con struction in relation to the Timber Caltu.e Act. The case was that of John Hair, of Kansas, wherein he reversed the policy that has pre vailed in the department for some years past: On the land claimed : by Hair under the timber-culture law it was shown that there were prior to his entry two cottonwood trees and four cotton cottonwood sprouts two inches in diameter. Heretofore it has been held that the number of trees on a claim constitute timber in sufficient ijuantity to preclude entry under the law. Secretary Noble says the intent of congress in the passage of the act was to encour age the artifical growth of timber in a prairie country. It is well known that in prairie regions a few scattering trees are found in ravines and congress certainly did not in tend to exclude every tract of that kind from the timber-culture law. The ruling is not only common sense, but it will, we think, stand the test in equity before the Supreme court of the United States. As the j crest oi the Horseshoe Falls retreats the water tends to concentrate there, and the time will probably come when the sides of the present falls will have become dry shores. The gorge is known to be 35,500 feet long. A calculation has shown that, on this basis, the falls legan to wear away the rock of the en- carpment near Lewiston about 7,900 years ago. The source of a drug that enters into the lives of the people as dis astrously as does opium, is a sub ject of interest, especially as it is of such a simple product. Tt is said that opium is got by cutting the capsule of .the poppy flower with a notched iron instrument at sunrise, and by the next morning a drop or two of juice has oazed out. This is scraped off and saved by the grower, and, after he has a vessel full of it, it is strained and dried. It takes a great many poppies to make a pound of opium, and it goes through a number of processes before it is ready for the market. Xtlee f Catrartr. It seeuas that the Nicaragua canal business is not all ease and without difficulty, for it is said that the most serious feature of the Nicaragua Canal project, in a contracting and financial sense, is the great rock cut at the eastern divide, 3 miles long and averaging 120 feet deep by 80 feet wide on the bottom, containing in all some 7,000,000 cubic yards of material, or say 440 cubic yards er lineal foot. There is precedent, says Engineering News, for such an enormous cut, and it has been assumed that foiirj-ears, at least, would be necessary to complete it, while many questions the possibil itv of doing it in that time.
