In the absence of the usual war rumors from Europe the Baltimoie American says that there may be all the more reason for genuine apprehension. Heretofore it has been to the interest of certain European statesmen to fill the air with rumors of pressing perils that they might control a parliament and accomplish a bit of domestic legislation to wh.ch the people were not partial, and it has been shrewdly suspected that most of the panics were originated and engineered by these wily public functionaries with no more serious designs ; but now the situation is altered. Bismarck himself lays the greatest stress on the pacific intentions of Germany, and assures the world, with an energy that makes the wise appear to be father t tbe thought, that there is no danger of complications for several years to come, anyhow. No doubt Bismarck is, and has been, a potent factor in the preservation of peace, but there is always present to the mind his dogmatic assertion that the triple alliance, composed of Germany, Austria-Hungary, and Italy, is the stable guarantee of the status quo a fair inference at the time it was make, but not so self evident to-day. The Russians have been working like beavers since then to evolve some sort of system oui of the chaos in which their military machine was flound erine. with the result that they have concentrated an army of 700.000 men on the German and Austrian frontiers, and have pro vided themselves wito a supply of money for any contingency that may arise. But this is not all ac complished by the Russians since, the triple alliance was formed. The Roumanian government, which can put in the field 150,000 troops, has veered completely round, and, from being the strongest of Austria's allies, is now in thorough sympathy with the Czar. Servia has com pelled her king to abdicate, as much on account of his Austrian learnings as for any other reason, and there is a possibility that the dormant Russian sympathies :i the Bulgarians may be aroused, and Ferdinand forced to pronounce for the Czar or leave the country. A union of the Balkan provinces against Turkey and Austria means serious work. A splendid army could be quickly mobilized on the Hungarian frontier, which would release the main body of the Rus sians to operate against Germany, while France could divide her force, holding the Italians in check with one detachment, and making a vigorous campaign against Emperor William with the other. Bismarck, if he were to expreishis real sentiments now, would probably say that the main tenance of peace or war rests with the Czar and not with the triple alliance. The Czar, to all appear ances, has outgeneraled the sagacious Chancellor. Of equal significance is the precarious hold of Crispi upon the Italian govern ment. He has already been forced to recede from the agreement made upon joining the triple alliance, and it begins to look as though this were not enough for the Italians, but that he would be driven from power altogether, with the result that Italy would once again throw herself into the arms of France. The withdrawal of Italy from the alliance would destroy the formid able character of the latter at once and compel Germany to seek other friendships or run the imminent risk of a general hostile combina tion against the Empire. The ybung German Emperor may find a worthy outlet for his feverish activity before the summer wanes. But all the same with the situation so pregnant with war apiearances. no European war will transpire. Wars have become practically a thing of the past, and the world is fast passing into that stage of its existence vhen men will cca-e to s;ttle difficulties by cutting each others throats. Hon. Bixoer Hermans is to de liver a Fourth of July ornvon at Ashland. Commissioner of Pensions Tan-4 ncr has taken the trouble to deny the announcement made by demo cratic newspaper that" all of the present appropriation tor pensions had been drawn from the treasury, and that there is no more money! to pay pensions. He said : Cer tainly there is no more money in the treasury department tor the payment of pensions now, and the appropriation is exhausted, so far as the vaults of the treasury, are concerned, but this is true only of the appropriation for the fiscal year ending June 2J next. It is true also that money is now resting quietly in deposkories of the United States, subject to requisition of pension agents. We took the money out of the treasury the other day and put it in United States depositories, so that it could b i reached easily by pension agents. So you see, tht idea that the last appropriation for pions has al ready been exhausted by that reckless spendthrift Tanner is too silly to be funny. General Black refused to ask the last congress for more than $90,000,000 for this fiscal vear, although the secretary of tfc interior told him that $10,000,000 to $15,000,000 more would be re quired to meet the demand."
