In the political horoscope of our country, especially as to the South era part of it, the question that id perhaps paramount to all others is the present and future status of the colored people. That question forms the pivotal subject for all of the troubles arising in that section, and also for the continued sectional bitterness. In conversation with a very in telligent and well informed gentle man, recently from the state of Arkansas and now seeking a home in our genial Oregon, we learn that matters are far from satisfactory in that locality. He was from tha vicinity of the Clayton assassina tion trouble, a republican in politics, and a close observer, and in his opinion the only prospects was the disfranchisement of the colored man. On that point, how ever, there can be no question. Keforms do not go backward, save only in entire distraction, and the black man's citizenship in this country is a fixed and inevitable fact, and disfranchising him would only postpone and aggravate the matter and not mend it in the least as far as final settlement is con cerned. On this subject a recent writer of that race says : "Against this course I enter a stern protest on broad grounds. Congressman Oates of Alabama is reported to have declared that the disfranch isement of the colored race wou'd be advantageous to both races. I unqualifiedly dissent from this statement. To disfranchise many hundred thousand Negro voters after these years of suffrage, would not only be rank injustice, but would work injury irreparable 1o the one which will ultimately be carried out. The various move ments which have taken place when liberty of speech and action seemed purchased at too greac a price by remaining, all look to thfs sten. He is beginning to see that vigor and blood are wasted to a large degree by endeavoring to cope with any situation where security is dependent upon either Southern sufferance or congressional alone. But where will he go? West, where other Americans are turning. He is already noting the breadth of that territory, and the great middle class will see a brighter future awaiting them there. "But this removal must be a voluntary one, and it must not be en masre, but gradual. I do not mean by this that the negro should c jlonize ; far from it. His leaders know that colonization would be us death-knell. The isolation of any race as a distinctive people in one large solid body in any part of a country means retrogression. In this case it would in time become an imperium in imperio, and the question which is now considered such a 'cancer' would be but shifted from our shoulders to those of our descendants, who, if not vastly wiser grown, would find the cancer of too malignant a type for cine, because of its stronger hold magnitude." In speaking of the approaching Paris exposition Science says that the United States will make a creditable display. And this is as it should be ; for, although nomi nally a universal exposition, it will be practically a display of the products ofrepublics. The mon archies of Europe will be repre sented only by private exhibits, while the republics of North and South America have rallied in force. The United States Depart ment of Agriculture will make a splendid showing. Secretary Cole man placed the undertaking in the hands of Prof. C. V. Riley, the famous entomologist, an energetic organizer as well as a careful and enterprising scientific observer; and Professor Riley sent forward three car-loads of products, which are on the way to France in charge of Mr. F. T. Bickford, as assistant. The bulk of shipments are nearly through with, and the erishable staples will follow during the next month. Congress appropriated $i30,000 to aid exhibitors, and Secretary Coleman's quota of this insure the best illustration that the agricultural resources of this country have ever had on the continent of Kurope.
