Death of Kit Carter. The tolling of a church bell on Sunday conveyed the sad intelli gence to the citizens of Albany that another old pioneer had passed the great majority beyond the river. Mr. Eli Carter had been suddenly stricken with heart disease, and breathed his last. Although he had been ailing for several days he was better and his death came f 8 a sudden shock to the family. Mr. Carter was born on the fith : of March, 1810, and was one of the I oldest members of the Masonic . . . . iratern.ty in me state, teuig a member of Corinthian lodge and I on of Albany's old and active ! b'i-iness men, being formerly the jo'vner of the planing mill" now j o' ned by Hochstedler & Sears. He leaves behind him that best j of all epitaphs, that of being an upright, honest and worthy citizen. Rail Vanuina Republican There are only three first-clafs harbors along the Pacific coast from the Gulf of Mexico to Van couver Island. They are San Diego, San Francisco and Iuget Sound. Next in rank as to acces sabiiity conies the Columbia river and Yaquina bay. Of the minor harbors, the best are Coos bay, Shoal water bay, Gray's harbor and Tillamook. Tlie Pacific coast is not indented with good harbors like the Atlantic coast. Yaquina bay is one of the easiest harbors for a vessel to enter or depart from on this coast. A million dollars prop erly expended in improving this harbor will give thirty feet of water on the bar at high water. A government engineer who has con siderable knowledge of this bar told us recently that almost any depth of water can be secured on the bar by jetties and a break water. The bed lock is a soft stone and can be easily b.'asted and moved from thecnannel. The cur rent would the keep a deep chan nel after it was once dredged out. There is not a single j oint on the j Pacific coast between here and San Francisco that offers equal adyan-1 . a - 1 . i't. :.. 1 lages 10 mai.e a seaport, iiiih uay now has in operation a standard gauge railroad reaching the very heart of the best farming section of Uiegon, and inside of two years it will form a connection with the Chicago & Northwestern road and in a year it will reach the Union Pacific, Oregon Line, giving the bay pr:c icall I wo trans ontinental J lineo. There is no belter site in Oregon on which to build up a large eorainercial city than on Ya quina bay. The gantiuiu Mines. The Oregonian expresses firm confidence in the value of the mines 011 the Santiam district. It says : One of these days the history of the Santiam mines will be written up, and there will be a strange tale of early discoveries, and how, as tar back as ISbO, people went into the mountains prospecting, and that in the sum mer of 1805 Angu3 McDonald, a Scotchman, made the astonishing discovery of the White Bull ledge. How companies incorporated to build roads, a sawmill, and set up anil operate a quartz mill, and that it proved that their discoverer lit upon a "chimney," very rich in gold, but the main ledge did not pay. Thon the mountains were abondoned, and for years nothing was done. In the course of time other prospectors and workers went there, and work recommenced and at length good mines were found, and the enterprise of the faithful was rewarded. About the year 19(H) there will be live towns planted in those mountain gulches, railroads will reach them, and there will be the everlasting din 1 machinery pounding and grindii g all through the twentieth centur. , cleaning up millions of treasure. People will wonder how it ever us that so many years passed and t-o many prospectors could find noth ing, when the mountains wt-iu fairly filled with treasure There h.. been a great deal of prospecting done one the headwaters of all the streams that put into the Willam ette from the Cascades, and it is well known that gold, silver, lead, copper and iron exist there in abundance. In course of time there will le better reduction methods and the Cascades moun tain mines will do a ;'Ood part for titt: future oi our stale. Bownilnz Oregon Tonait, It in stated that the Southern Pa cific railroad has a veteran en gaged hunting for good localities to lay out towns. During 1888 the 1 town site agent kept still, and actually laid out no towns, but he tells the world that he expects to be very busy in 1880, laying out tons through Oregon. Laying out towns is a regular business and is conducted on well defined prin ciples. Of coiii-se there is money in it, and the towns have to be boomed a la Tacoma in a smaller way. If any place possesses pe culiar advantages they make the most of tnem and tht boom is quietly put in motion. If the Southern Pacific really shall make a business of running booms along ifs line it is to be hoped they will le of the slowest kind, and not ex travagant and dangerous. Such a l)Ooro as was inaugurated in South ern California two years ago would leave any country desolate and bankrupt. From the fact that Haskell was idle through 1888, it may be fair to judge that the busi ness was overdone in 1887. A Bare Belle. Col. Kelsav showed tis the other day a continental bill of the United States of the denomination of one dollar, says the Benton Leader. It has the imprint of the printers who printed it. It was issued in 1779. It has on it the motto in Latin, "ant mors aut decora viia," I wnicii means "eittier death or an .... . I honorable life." The colonel thought he had lost the bill, as it had been mislaid among some pa pers. It is worth more than the dollor it calls f r. One almost wishes it could talk.
