Secretary Bayard and the 8amoan Affait IU Fee ing between President Cleve land and Governor Bill. Special Correspondence. Washington. Feb. 11. In tbe last few 'days Senator Plumb has sprung into prominence as a pros pective cabinet officer. Some go so far as to saj that be baa been asked to become -, Secretary of the Treasury. Mr. Pfumb discreetly keeps bis own counsel, but some of his closest friends haTe been talk- 9er which accounts for the matter "lit bavin? gotten out. Senator In- KaMs, in reply to a question, said that he did not know whether Gen eral Harrison hud made such an offer to Plumb, but be doubted very much whether Mr. Plumb would accept it it it were made. Representative Thomas of Illi nois will be the next Secretary of the Navy, unless my informant, who by tbe way gave me the first news of Mr. Biaine's acceptance of the State portfolio is mistaken. Mr. Thomas, is a member of tbe house committee on Naval affairs, and is the designer of what Naval officers cousider to be one of tbe best plans yet submitted for an armored cruiser. Those who know Mr. Thomas best, think that he will make a model Secretary i t the Navy, and that no better uiao could have been found to superin tend tbe building ol the new navy. Desperate efforts are being made y many of the officials ucder the oredent administration to get them selves quartered on Uncle Sam in som? permanent capacity. The friendt ot Assistant Secretary ui the TreH6ury Thompson have suc ceeded in getting nis name sent to the Senate as Civil Service Com missioner in place of Commission er Edgerton, whom Cleveland per emtorily removed in order to tet TiioinpsHU a chance of being con tinned by the S uatc Tiie re moval ot E gei ton leavt s ouly one Cmi'iiiissioijer Lvmau, a repuMi cn; and the friend of Thompson will endeavor to persuaue the republic in Sena'ors hat ne shcuid be coiifinueil, au.l ttiat the oilier vacaucy will be left for General H,irri.-on to till will) a repulictii A verv iienioti3 plan, but wha' etWt it vi 4 u.V" is yet to ! mui Then first Asi&t:iut !" stinasti r Geiieial Stevcnsou is a tern lite time job. Owing to a mni death, there is a vacancy on the Supreme Court ol the District f Coiunihia, and Stevensou lias ma'ic d lcid set at the appointment. Mr. Cleveland - may nominate liin., but there is iittle probability tout the SeLators will confirm the muu who openly regretted that the official day wa9 not ionger so that he might remove more republican postmasters. Democrats of the house say that the Senate tariff bill wiil be report ed from the cooiu.i tee on Wats and Means tliii week. Lively times ate expected oyer it Mr. Blaine has taken a lease ou the residence which was formerly occupied Hon. II. H. Seward President Lincoln's Secretary of the State. It is peculiar larly an propriate that tbe residence ocuu pied by the Secretary of the tbe first repub.ian administration at the beginning of the first twenty- hve years of that party s power should be now again occupied by tbe same omcial. it is a good omen. The conferees on the Springer 'omnibus,'' bill failed to come to auy agreement. No report has y t been made to either house, but a caucus of republican Senators have decided to stand by the Senate amendments, which so fur as I cau see settles the fate of the bill, but Mr. Springer still thinks the biil will pass. lie says that three ie- publicau Senators will vote with tbe democrats to admit New Mex ico. Perhaps they may; but if it is so it will be the hist time that a re publican Senator has voted agaiDst a party caucus, in my recollection. Senator Bayard haa uut his loot in it. lie bas forced Mr. St; well, United States Corsul General 10 Samoa, to resign because tnat ili cial gaye the foreign, committee ol tbe hrue and benute a true stat-j nient of affairs in these islands, a statement that was nectariiy un complimentary t.- the stale de partmeut, I be removal of Mr Sewell at this time is regarded as particularly uuloi tuuate, because it wiil appear to the natiyes of the islands as though it was dona or Germany, and as a rebuke to him tor bravely in- SlStlU"' on our American So fo c b y does il. - rights view of the case strike Seun'or Fry e that he says it he has any influence with the next administration be well shall no bac.c to Samoa as Consul General. An investigation of the books and vouchers, and an examination of a score or more of witnesses, revealed the existence of a synteni of false accounts, car rying on a pay roll of employes under fictitious names, appropriat ing the money t"us obtained to Krsonul n ties and a custom of fraudulent oen market, purchases of articles for use on the reserva tion that were never actually bought. The full extent of the dishonest system practiced by Coffey is not yet ascertained. It will only be known after a complete examination of the reservation books have been made by an ex pert. Smith was foreman of a gang of laborers eu gaged in digging ont a cellar at Seventy-sixth street and Bbuve l;rd. The man entered a tool box and almost immediately a terrific explosion took place. Smith was literally blown to atoms. In the tool box had been stored 150 pounds of dynamite and in some unaccountable- way Smith's en trarce into the box caused tin stuff to explode.
