Linn county should not become as
famous as some of the spring of
California, which have received
state aid.
CANADA'S DEBT.
Thoughtful citizens of Canada
must find in the public debt state
ment of the Dominion an argument
for political union with the Un.ted
States. The ambition to make a
great and prosperous nation of a
group of commonwealths strictly
limited by nature in their produc
tion and development is a lofty
one. It is also exceedingly expen
sive. In pursuance of this plan,
the people of Canada, regardless
of the limitations imposed by na
ture, have sought to diversify and
increase industry by a system of
heavy taxes on imports. They
hare constructed, under the stress
of the national idei, an enormous
system of artificial waterways, and
have lent the aid of their treasury
to the building of a line of trans
continental railway. The natural
result is such a burdening of the
people as can be borne with diffi
culty, and such an increase of the
public debt, both absolutely and
in proportion to population, as
awakens alarm among! conserva
tive people. The public debt of
Canada has been multiplied by
three since 1867. In tbe last ten
years it hah received the tremend
ous addition of $100,000,000. Of
ciurse each political faction accuses
the policy of the other as the caut-e
of this threatening situation. Tbe
outer public is interested only in
the established fact. The debt in
1867 was, . in '- round numbeis,
$75,000,000; at- the present time it
is 1234,000,000. The debt pr
capita, which' was then about $20,
is now $46. And, although foreign
trade and domestic production
have been taxed to the limit to
swell the resources of the treasury,
the annual expenses of government
increase more rapidly - than its
income. Put in statistical form.

twenty years ; while, in the same
period, expenditure has increased
172 per cent., taxation 170 per
cent., foreign trade 62 per cent.,
and population only 38 per cent.
"In other words," to quote the
comment of one of the leading
papers of Canada, "the increase in
oar burden of debt and taxation
has been four or five times as great
ms the increase in our ability to
bear these burdens." A republic
like the United States, embracing
all latitudes, all products, and all
industries, can afford to lend its
back to colossal expenditure, and
ind itself, by natural development,
embarrassed with a surplus in
coinp. To emulate its example,
equal natural resources and advan
tages are necessary. Sooner or
later the financial situation must
convince Canada that she has to
choose ltetweeu Uih abandonment
of her gracious dream of becoming
a first-class power, or join her in
teiest and resources with those oi
the United States.

for the legislature. His first speech

come a candidate for the legisla-
ture. My politics are short and !
