Irish's paper gives Governor Pen noyer'the following back handed compliment : "Governor Pennoyer has dismissed the Oregon Railroad Commissioners, consisting of ex United StatesSenator Slater and Mr Waggoner, upon the ground that a railroad commission is unnecessary and that the state has no right to delegate its powers to a commis sion, anyway. We believe the Railroad Commission of Oregon exists by virtue of a statute, and if so, it would seem that its constitu tionality should be passed upon by the Supreme Court before the governor can assume that it is either unnecessary or unconstitu tional. The prominence of Senator Slater gives something more than local interest to the affair. Slater is a man of very decided abi'ity, and is a strong man in Eastern Oregon. SPECULATIVE PRICES INJU RIOUS. ' The amount of anxiety and Buffet ing that grows out of the unwar ranted fluctuating of values, brought about by gambling in futures, not only in stocks and securities but often" in the products o.' the soil, is not fully appreciated because it does not all come to the surface. The most wide spread and worft of this suffering is caused by the criminal trusts and corners in produce, that are formed to create fictitious and fluctuating prices in the farm products, thus affecting more DeoDle and those, too, who a a - are the least able to stand the ups and downs of speculative values. Bnt the suffering and distress are not confined alone to these, for often those who are well to do, and have invested in supposed perma nent securities are made the victims ot the stock gambler, or the mismanagement of speculative financiers. In this line comes the comments of the Boston papers, which says that the decline In the value of the stock of the Atchison, Topeka and Santa Fe railway amounts to a loss of $50,000,000 to the stockholders. The stock is held principally in and around Boston, and was relied on for in come bv hundreds of families which felt themselves well fixed, but are now in great financia straits. They are resorting to the rapid sale of homesteads and real property to secure means of living and the effect is demoralizing upon the real estate market. It is be lieved that the pro.jerty of the railroad company can be restored to a dividend level, tnough the management is regarded as rather lavish. Its construction enter prises in Southern California have not turned out as well as was ex pected, and the stockholders regret that extension of the lines was not in the direction of some region that supplies more tonnage. Thus far the only letter which has beeu received from him is one written to Tippoo Tib, and carried eastward across Africa and made public at Zanzi bar, on the East coast ; which is as if an explorer in Nevada, on the line of the railroad, should send his letters to London instead of to San Francisco. Thomas A. Stevens is about to go to Africa on a special expedi tion for the New York World, and will make an attempt to solve the mystery of Stanley's doings during the last two years. There is a belief which seems to be well founded that Stanley occupies some confidential i elation toward both tne British and Belgian Govern ments which both those govern ments are endeavoring to keep a profound secret, and it will be a part of Stevens' duty to get at this if possible. When Stanley left London on his last exeditiiMi, the English government explicitly disavowed all resjHjnsibility for or connection with hkn and hisundertaking,wliich according to the declarations of the Ministry in Parliament, was di atci:ed and equipped purely on the personal resjionsibility of some private English gentleman who were interested in the f tte of Emii. Bey. Since then, however, th?st ifarae gentleman have formed a corporation, very like the old East Jndia company, and are chartered by a royal charter, so that Stanley is, in a qualified sense, at least, ai agent of the British government.
