IHPBOVEMEKTH AND WORK MF How the Appropriations Have Been Expend ed-TheFators Work-Ths North 6each"Jtty. The annaul report of the engi-j reers. Charles F.Powell and Oapt. Willard Young, who have been in charge ot the works at Yaquioa for the two years past shows that the prevailing depth over the bar at low water before improvements wret7 feet io 8 feet. Three dis tinct channels existed, known as the north, middle and south nels. The south channH was the most used, bat was rendered dan gerous by the presence of rocks. The middle channel, though free from rocks was usually the shoal cst of tbe three aud so was little used. The north channel besides being long and tortuous, was so studded with rocks as to be consid ered unnavigable. Owing to the shiftless nature of tbe bar, these channels were constantly changing both in portion and in depth. WORK DONE DURING THE TEAR. - It was thought that the funds available at the beginning of the year would permit an extension of iiOO leet to be made to the jetty during (he jear. However, such a scourmg tooK place around the head oi the jetty as it advanced as to necessitate using much more stone lliao was estimated for. On this account an extensiou of only 400 feet was made. An examination made June 9 1888, showed the channel to have h depth of 11 feet at iow-watcr. and to be straight out on a line a ti tle to tbe north of but parallel to the jetty. A spur-dike for shore protection will also be needed. If the present project is carried out an extension seaward ol about 1,500 fet-t wi.l have to be made. A project was submitted by Cap tain Chas. F. Powcli, Corps ol Engineers, on April 0, 1887 (pasre Annual report of the Chief of Engineers, 1887), for aj jtty on the north side of the entrance. This j;!tv would close the north channel, thronh w hich at certain times ot the year, t large part of the tidal waters p ss, aud would, with Hie snutli j.;tty, tcud to concentra'e the tidal currents in one centntl ditto nel, and thus insure the deepest wxter p:aci;cabi over the bur. Such an improvemca to the en trance as will permit foreign grain ships to cross out, when iouded,is most urgently demanded. A vig orous prosecution ot tbe work of improvement would not interfere with navigation ; and for tbe sake j of economy it is desirable tbat the work should progress rapidly. PLAN OF IMPROVEMENT. The approved project,adopted in 1881, is to run out a dyk? or jetty on the south side ot the entrance so as to cause the south canal to aud the flow to be deflected north ward, with a view lo opening and maintaining tbe centrtl channel, with a least depth of 17 feet at high water. As originally projected, the dyke was to start from near low water line and run out into the sea a dis tance ot 2,500 tect, and was to rise to 2 feet above nieau low water. The beach on tbe line of the jetty, from Jiigh-water level to low water level, was to be protected tiy sink ing gabions in the beach with saud heaped over them, and by covering the surface with a layer of mattres ses aud stone. The stone for the jetty wa9 to be deposited in place from b'rges,and cribs were to be used,U practicable.
