and drawing interest, should in all j
cases be taxed at its face, for
that is its value and it will sell in
the market at par ; and such paper
was so taxed when the asstssor
could find it, before there was a
mortgage tax law. The mortgage
tax law does two good things. 1st,
It causes land to be taxed where it
is situated and helps to support
the roads and schools. 2d. It ex
poses to the assessor antty iauses- to
be taxed promissory notes that
would otherwise be hiduen by the
holders and escape taxation.
As an example of the ni l benefit
above enumerated : If the mortgage
tax law did not exist the notes held
by men in Portland, secured by
mortgages on land in Linn county,
would, if i discovered by the
assessor be taxed in Portland, and
being taken' as indebtedness from
the assessment of the owner of the
land, the land would be transferred
for taxation from Linn to Multno
mah county, and the county, road
and school' districts of Linn would
lose this tax and its amount be
shifted to the other property of the
county and increase the levy on it.
