This bill was pre pared by Representative ocott Cleveland's chum and was passed by the House m about tlmiy uiiu- utes, without debate or objection, lie day alter the news ot a reported rejection ot the treat reached this country. Several days later a cablegram was received from the United States Minister to China saying that the treaty had not been rejected, but its consideration had been post poned. Mr. Cleveland and Secre tary, liayara then both toon tlie trouble to reauoiate the acuou ot Mr. Scott in railroading the biil through the House, botn of t!:eui being of the opiniou that no legis lation shouid be taken until the Chinjse govei liiueut had taken some official action of the treaty. The aati-Chiuese fever was too mucii for the Senate, and the bi'l was paed by it, though not wifii- out protests. It was piaced in Cleveland hands r ndav, and bets were oilered lure that he would vitoit, but ou Saturday the oSi cial news of the rejection of the treaty by the Emperor of Chiua was received at tlie State Depart ment. Now, of course, the bill will be sined. The treaty having been rejected, some such law is a necessity, and everybody is in fa vor of it, and I only mention the matter to show Cleveland's good luck in getting out of au embaras sing position. Senator Chardler will to-morrow ask the Senate to pass his resol ution providing for au investiya tion ot the Louisiana electiou No pension tor Mrs. Sheridan will go through the house at this session. Two men have made thmnsblves conspicuous in oppos ing this measure, Thev are Kil gore the House bully, from Texas, aud Cneadie iroiu iLdiana, botn ot whom have objected in every con- ceivable manner to the consider ation of the bill giving a pension to the widow of "Little Phil." Mr. Kilgore has become a chronic nuisance. Representative Dougherty of Florida, asked unan imous consent of the Hou6e for the passage of the joint resolution, which had already passed the Sen ate, appropriating $100,000 for the relief of the yellow fever sufferers. Kilgore objected, thus preventing the passage of the re&oiut.ou for the present. The House bill making the Ag ricultural Department an execu tive Department under the control of a secretary of agriculture has been passed by the Senate, with the section transferring the weather bureau to the new department struck out. The complaints agaiDSt Post master Judd, of Chicago, one of Mr. Cleveland's early appointments rinallv became too ninny and too strong even for Cleveland to stand. He ha9 nominated for the position W, C. Newberry, president of the Iroquois Club, a well known pol itical organization of that city, The Harrison and Morton cam paign ban, which was a notable feature of the great Blaine recep tion in New York, will be rolied to this city next Friday. It will be met by all the Republican clubs in this city and rolied to the Re publican National League's head quarters, when a mammoth poli tical meeting will be beli. Senator Stewart has introduced a bill regulating the presentation of biils and joint resolutions to the President, for the action of the act ;ro-chairman of the House Com mittee c& Euroiied tiiils ia pocket ing the Chinese biil after it had passed both Houses, aud refusing to present it to the President unti he got ready, has brought out the tact that there was no rule or law to regulate such presentations. Asi'ixwall (Panama) Oct. 2. A terrible explosion otxu-r'Vto-day on board a large iro mud carrying steamer. There were on board, in addition to tlie crew of the Graver, master mechanic of the Panama Canal Company, Hugh Graham, and Andrew McCleney, captain of tlie Hume American dredger City of Paris, eigh- souls in all. The safety valve blew out and an ex plosion followed, causing the loss of six lives and the destruction of the v ;ssel and also a steamer in the vicinity, while another lighter boat was cut in two as if by a knife. IHSASTKOIS STOUM. Great Dainnse to Shipping and Loss of LiTe on tlie Lakes. Chicago, Oct. 2. One of the severest storms in years was ex perienced on the lakes as far east as Lake Erie last night. Fears are entertained that many vessels are wrecked. The lake here is so rough that no vessel dared to leave port. A cold rain, with traces of snow, by the northern gale made the weather most disagreable. FURTHER DETAILS. Saxilac (Mich.), Oct. 2 There lias been a terrible storm raging here since last evening. At 7 o'clock last night the life-saving crew from Sand Beach went out, and at 11 r. i. rescued a crew of six men and also a woman from the barge Hiler. As the boat passed on the way to the shore it was run into by another vessel ,the boat turning her completely over. The entire crew belonging to the boat reached the shore, towing two of the other crew with them. The remaining four men and woman, were drowned. The ship Creedmore of St. John, W. B., from Manilla May 22d, is expected here in a few days. On board the vessel is Car tain Colquhon of the ship Earl Wernyss. ami a portion of the crew- of the ship Ardencap. These vessels collided off Pernam buco Sept. 25th. The wife of Ca.pt. Colquhon and three children went down with the ship. Anun ber of seamen were also drowned. The Ardencap was badly damaged, but managed to reach the port at Fernandi. STEEL RAILWAY C4 ACHES. A Big Company to Build Non-com-bnstlble. Indestructible Cars. Washington, Oct. 2. It is re ported that a company has been organized with ample cash to man ufacture railway cars constructed entirely of sheet Bteel, under patents of C. W. Math, of San Francisco. The company is said to be negotiating for the purchase of a large tract of land near Chi cago, where the cars can be built. It is claimed for the new vestibule cars that they are absolutely in destructible, non-combustible" and can be built as cheap as wooden coaches. DEMANDED THEIR RIGHTS.
