woolen mills, brings out an impor
tant fact generally overlooked in
connection with free wool, and one
of especial interest to towns and
communities desiring the estab
lishment of woolen mills as does
Albany and Linn county : "The
practical operation of the Mills
bill at once places about one
fourth of the business of the Globe
mills upon an absolute free-trade
basis, notwithstanding the asser
tion that T he Mills bill does not
favor free-trade. It would stop
our wool sorting, washing, scour
ing, picking, dyeing, carding and
combing for the reason that all
wools are to be admitted free.
Wool in the grease, sorted, scoured,
picked, dyed, carded or combed,
still remains wool. It is not
changed from wool until it gets
into yarn. Wool can be sorted,
prepared for scouring, scoured,
picked, carded, combed and ' dyed
cheaper in Europe than in this
country by reason of their low
price of labor. It is easy to be
seen that with free wool all of our

those processes betore it is un
ported. There is no article of
commerce between wool and yarn.
And there is no condition of wool
before it gets to be yarn when it
could be called a manufacture of
wool any more than sorted, washed
or scoured wool can be called a
manufacture of wool.
'I would be pleased if some of
our Southern statesmen, politicians
i or newspaper writers would tell us
how the woolen trull can he run so
as not to lose m witil one.
