Harper's Weekly, the greatest of mugwump papers, which is try ing to bolster up President Cleve land's free trade polk-y, u forced to admit his utter disregard of the much boasted civil service reform in his contribution of $10,000 to the campaign fund. In its issue of Seut. 8th it savs : "If the state- raent be correct that the president has sent a large contribution to the j national democratic comunuee io: the expenses of the campaign it is greatly to be regretted. Nobody should be freer from suspicion tf improper motive in such an act than the president, but nothing is clearer than that candidates for office should not give money to aid their own election. Mr. Lamont, the president's private secretary, is reported in an interview to have expressed the extraordinary opin ion that somebody must pay, and none could be expected 'to more cheerfully thanthose who are sup pjsed to have a personal interest in their party's success.' This is the familiar old plea for assessing the public employes a heavy per centage upon their salaries for 'the legitimate expenses' of an election in which they have a personal in terest. This practice is one of the Worst and most demoralizing abuses which civil service reform proposes to correct, and it is a inost offensive plea in the case of the highest officer in the government. Mr. Lamont is reported to have said, further : 'I think the state ment published to the effect that such large sums have not beui given before is all nonsense.' We doubt, however, whether Mr. La mont could find many such prece dents, and nothing is more difficult than to suimose Washington, for instance, or John tjuincy Adams, making such contributions. One of the chief scandals in connection with Governor Hill is the story of the notes made by him to pay ; i is election expenses. The ten dency to select candidates because of their ability to make such con tributions is. one of the most sig nificant of recent signs of the times, and President Woolsey's re marks upon the 'bar'P of Mr. Tilden in 1S7; were not more strinsent than important. It is a practice which virtually puts up great offices for sale at auction, and j which, in the instance of elections! He maintains that this is clearly un derstood by most of the thinking leaders of labor, and as prooi of the truth of this proposition points to the action of various of the strong est and most intelligent labor or ganizations of the East. Mr. Litchman's letter no doubt reflects the general sentiment prevailing in the ranks of organized labor. It will exert a great and wholesome influence among wage-workers everywhere in our broad land. .. preeminently the battle of Iabor. For the first time in a gen eration the main significance of the ' ballot cast by the workingman is j that it is a vote for or against his I wages.
