THE WORTH OF NEWSPAPERS The Americans are perhaps the greatest consumers of newspapers to be found on the globe, and to that fact may be attributed a great deal of the originality, vim and energy that characterizes them as a nation. The trait of distinct and straightforward meaning that is a prominent feature of all state papers and historical documents of American origin is another marked example of the newspaper influ ence. Century has it that the student of our firs-t half-century of national history can hardiy fail to be impressed by the nervous directness, exactness and conse quent force of the American state papers of that time. While diplo matic documents in every other part of the world were marked by cireuitousness, tergiversation and a style too vicious to be classed even as slovenly, the American procla mation, petition, or diplomatic or political argument was quite cer tain to be marked by cieawut purpose, masculine vigor of ex pression, and close adaptatipn of words to ideas. All this was un doubtedly due to long and intense thinking on suojects of the highest importance to the thinkers, and to a somewhat narrow field of read ing; restricted to the study of the great masters o: English style, the reat American writers were able to wing every word with an exact Understanding of its purport, and jof its strongest use. It can hardly be possible to overestimate the ed ucational influence which must have been exerted on the American people by the constant reading oi their own political literature at a time when there was little or no native drama, poetry or histor . , and when the attention of the njevvspaper reader was concentrated I o'ji politics and state papers. If tljie American's reading matter was limited, it was marked by dignity, by a freedom from mean- aiess oi conception or treatment, ! and by a copious supply of sound I English words and an evident power of discrimination in the me j of them. Common schools may have been few, colleges poor and universities non-existent; but the documents which the scanty news paper literature of the time gave to the people were in themselves an education. Even those writings in which a lack of thorough early training is occasionally uetiaycd . by an over-fondness for long words ! or labored efforts, though they may ("thereby become ponderous, do nut become turgid or inexact. The rule was that the American dij -lomatic or political writer said what he meant to say, and said it in the fittest words. Such a process of popular education ought to go far to explain the complete ness with which all departments of American literature finally blos somed forth. The people have been versed for yeare in that which j if it was only one branch of liter- j ature, had been handled in a i manner little Short Ot perfection. I 1 i j If the popular literary stan lards j were few, there were of a very ! high order and of a kind particu larly serviceable in the direction of mere show and pretense ; and the men who, in other departments of literary work, were at last able to come fully up to these standards, were necessarily men of such power that their work at once took a permanent place in the literature of the race. But not all the credit should be "given to the ability of he writers; a large part of it is jue to the existence of a class of teaders, trained to llijdl demands by the quality of their current reading, furnished mainly by the newspaper.-?. The ! reason the Herald has not taken i tne trouble to answer these ques tions is because it makes very little difference to the public or to the IIirud whether Mr. Stites' puerile interrogations are answered or not, but when the vanity of a j man reaches too high a ciegree it ought to be punctured. The Herald will not so oppose V.ie fan: '::g and wool growing in- lustries of this country and the interests of the laborer as to favor putting . ol and other farmeis' products -n the free "list, at the s.ime time retaining a heavy duty on woolen clothing, sugar, rice, and the articles the farmer and the workingman has to buy, as the Democrat is feebly trying to do. The Democrat savs it is not for free trade, but it supports the Mills bill, and Mr. Mills in his speech before congress in defense of his bill closed with these words: "Then every industry will spring forward at a bound, and wealth, prosperity ar.'d power will bless the land that is dedicated to free men, free labor and We trade." The voters of Oregon have al ready pretty decisively given their opinion of the one-sided tariff re form proposed by the Mills bill, and as to discussing this question now with Mr. Stites, the Herald has more important business to attend to. We have neither time nur patience, nor is it profitable to our readers, to attempt a tariff discus sion with a man so party blind that he'eannot distinguish the benefits of protecting the products of this country, but desires to open, them to the competition of the herds that -roam the pampas of South America and the plains of Aus tralia, and desires to protect the manufacturers and a sectional product simply because it helps keep up a sectional solid south and lends his aid to perpetuating war taxes under the revenue sys tem, by making the specious, but entirely false cry, that taking oil the revenue tax will make free whisky when tlte real underlying object of keeping up the useless revenue laws that continue to swell the treasury surplus, is the horde of appointed office-holders it keeps up, and the faint hope that dem ocratic officials will have the ap portioning of those official plums, t.nd that some of them may fall into mouths that are gaping for them.
