The meeting was well attended hy business men and citizens gen erally, and was called to order by the chairman, Judge J. C. Powell. The first business was the re port of the committee appointed to I urate the constitution and by-laws, which report was read. The ohipet of the nrimni'sit.irvn of nf the Hoard of Trade is set forth in the preamble of the constitution in these woids : "To more effectual ly promote and develop the com mercial and business j lterests of ttie city of Albany and vicinity," which will include judicious adver tising of the city abroad, and the encouragement of immigration and manufacturing interests. The constitution provides that regular meetings of the Board of Trade shall be held on the third Monday of eajh month. The membership fee were fixed at :p".00 each, and the dues at $1.00 each Ir nionth. Any person 21 years oiage, who is engageu in a uiwiui business in the citv or vicinitv can become a member. Dr. G. W. Maston moved that haJ drafted and ..resented the con- stitution and by-law, be adopted, and the question was discussed bv C. F. Wolverton, W. C. Cassell, J. H. Burkhart, the chair man Judge Powell, N. II. Allen. L. K. Plain, V. K. Turrell, .. Vierick, G. W. Maston and others. C.i'j.Wolverton moved to amend, placing the membership fee at $10 instead of $."5, which prevailed. The question of the adoption of the constitution and by-laws was then adopted. G. W. Maston moved that the motion fixing the initia tion tee at $10 be reconsidered. Af ter a "Pinted debate the vote was reconsidered, and on motion of N H, Allen the fee was placed at $5. L. Vierick moved that a commit tee of three be appointed on mem bership. V. (J. Cassell thought the mat ter ought to be left to the old com mittee. The motion was withdrawn and the committee already ap pointed was constituted a commit tee to solicit membership, to re port at a future meeting, the time of such meeting tj be fixed by the committee. Rently was towed down the river and taken to I'aquet's boat yard at East Portland. The hull ha3 been repaired, and the vessel is in lair oder. The machin ery of the Beutiy is ac the Pacific dock while her boilers are at Pauuet's yard. It is expected that the ma ciiiutry will be replaced in a few days, and then the Oregon Pacific will put the Beutiy on the upper river agaiu. it will be remembered tiiat last, winter the Rently ran on a snag in the Upper Willamette, which tore a, hole in her sixty feet long. This resulted in sinking the Rently. It was only ater a great deal o! trouble th.t the vessel waa raised. The machir.erv was taken out, and i now the vessel follows ic. The steamer "Favorite,'' from Astoria, ran on a sand bank this morning, and floated off on the tide. She is now lying at Newport ali safe. THE W. C. T. V. CONVENTION. EffiKXK City, May 9. The state association of tiie W. C. T. U. will close the exercises with an address by Kev. Alford C. Kummer. The time thus far has been largely taken up with reports from sub organizations. Mrs. A. K. Kiggs last evening delivered an earnest address, which was attentively listened to. ot AsTTr'siioi ii ir. Some Hatters in the City Council Chamber Which Need Attention. At almost any meeting of the city council is presented a scene which would set an average stranger vigorously thinking. The deliberations of the city fathers are always of sufficient importance to cause the presence of a few citizens, who perhaps have an especial interest in some particular measure before the council, but aside from the seats at the table for the use of the members there are scarcely any accommodations for outsiders, not even a table for the scribblers of the press. At the last meeting two newspa per reporters were industriously writing down the deliberations ol the alderman, one using the stove for a table, and the other on a pile of papers across his knee. The city surveyor was propped up in corner without a chair,, standing alternately uoon one foot then an other, in order not to become en tirely exhausted before' he could make his report in the latter part of the evening and escape, while two or three outsiders were seated on the window sill, where they sat on the ragged edge of dispair until they grew too tired to sit any long er and went home. These scenes have been repeated at successive meetings of the council, until it is now time that the evil be remedied. The council ,v l l chamber ought to be enlarged, or a , - ---- seats and a table or two for the use j of the dear public. j npvi oiitt nrnnirtMl. anil a low moro SALMON 1.4 M il lUFKOVIXi, The take of salmon down the Col umbia is reported to be improving a little, especially near the mouth of the river, wh'.-re the catch is, as a cauneryman says, from three to seven or ten per boat. The price paid for fish is Si. and SI 25 to men who ow n their own outrit, and fisher men are making S3 o0 to 4 per day, and as soon as the fi h begin to run in earnest they will probably make 37 to S10. Cannery men complain that large numbers of boats and nets are lviu. I i(U for waut of men. It is said thai owing to circulars sent out by the Fishermen's Union, but few fisher men have come up from California this season, and in consequence there are not fishermen enough to man half tiie boats on the river. Another man says that there are boats enough to catch all the fish, ami what is the use of bringin;- a lot oi Dagoes here to hint boarding houses and divide the profits of the fishery with people who are citizens of the state.
