prohibit commercial relations between
the Un ted Statts and Canada. The

treaty for the . settlement of the At
lantic fisheries dispute he has made
an offset to the retaliatory acts of
Congress. He says that it the Sen
ate is not willing to consider the
treaty he absolved from all respon
sibility for any retaliatory legislation
and can conscientiously put the act
into etiect at any lLomeut.
