A Company Organized with a Capital Stock'of $25,000 for this Purpose. Articles of incorporation were sent to Saleni yesterday to be riled with the secretary of state, incor porating the Albany fetreet Rail way Company. The incororators are" A. D. Barker, C. G. Burkhart, F. E. Allen and L. D. Crossen, and the capital stock of the company is $25,000, divided into shares of $25 each. The object of the organ ization is to construct a street rail way in this city un First street, and from First the entire length of Lyon street, stopping at the depot. An ordinance granting the right of way for the road will be pre sented at the regular meeting ol the citv council to-night. I'he incorporators have ample means to construct and equip the road, and it is understood that several of the wealthy citizens of this city will be stockholders in the enter prise. The city council will certainly not hesitate to grant the right of way for a public improvement of this kind, street railways, electric lights, increasing values in real estate, and new buildings are everywhere indications of a busy, grow ing city, and the more of these tilings Albany has the better. There is now only one city in Ore gon big enough to have street, rail ways, that is Portland, and Albany wiil be second. ( KMI K 'HOWL KLI'UUT. Mr. Donee, in h'S illustrations of Shakespeare, says: "It w is the prac tice in ancient Rome, .during a great part of the month of February, to celebrate the Lupercatia, which were I feasts m honor of Pan and Juno, whence the latter deity vv; s named Febiuata, Februali and Fehruella. On this occasion, amidst a variety of ceremonies, the names ot young wo men were put in a box, from which they were drawn by the men as chance directed. The pastors of the early Christian church, who ly every possible means endeavored to eradi cate the vestiges of pagan supersti tious, and cbieily by some commu tations of their forms, substituted in the present instance the name of the women, and as the festival of the Lupercalia had commenced about the mi'.uile of Februriy, they appear to have ch.isen St Valentine's day for celebrating the new feast because it occurred at nearly the same time. This is. in part, the opinion, of the learned compiler of the lives of the aints. It would seem, however, that it was utterly impossible to ex tirpate altogether any ceremony to which the common people had been much accustomed, a fact which it was easy to prove in tracing the origin of various other popular sup erstitions, and accordingly the out lines of the aucient ceremonies was preserved, but modified by somo ad aptation to the Ciiristiau system.
