The result, of fanning the flames of party strife into sufficient burn ing intensity to accomplish the purpose of interested parties, so that their interests can be enhanced goes on with varying success. That all of this is "worked up" matter, cannot but be acknowl edged by those who possess ob serving minds and properly post themselves upon the situation For instance, contrast the honest expressions of some of the leading papers upon the revenue question, of which a party scapegoat is at tempted to be made. The St. Louis Globe-Democrat, a leading repub lican paper, says: "Even after the war began and the public ex penses were inc. easing daily at an enormous rate, congress refrained for over a year from levying inter nal taxes, seeking to avoid that necessity by sales of bonds and by increasing the tariff duties. It was not until July, 18H2, that the internal revenue system was estab lished; and the people submitted to it without complaint only be cause it seemed to be indispensa ble to the prosecution of the war and the preservation of the union. It answered the purpose splendidly and has yielded to the government since that time over two thousand millions of dollars; but the neces sity which brouzht it into being no longer exists, and instead of a de ficit we now have a surplus of revenue. Those who contend that it should be discontinued with a view to relying mainly upon the tariff for revenue are acting con- :sistently, therefore, with the prec- j edents and teachings of national history ; ami it is not saying too much to add that they also have good sense on their side to the vtnt thrit their .ircmmpnt iirmlies I that it is better to make foreigners i pay taxes than to pay them o-.ir- j selves." Tt the people of ;this country were to rest quietly tinder the infamous internal rev enue system now in operation they would form a decided contrast to every other people under the sun. If Congressman Stewart will read the history of excise taxes he will discover that wherever they have been imposed the people have paid them grudgingly. The Roman ex- j rise was abolished by Caligula, and in commemoration of that J event small brass coins were struck j and some of them may be found in j collections to this day. Owing to the tremendous debt that war after war has saddled on England, the people of that country have been compelled to submit to an excise tax for many years, but Blackstone says that 'from its first origin to the present time its very name has been odious to the people of England and Dr. John son, in his dictionary, gives this definition of 'excise,' namely, 'a j hateful tax levied upon commod ities, and adjudg'l. not by the common ju Iges ol .voperty, but by wretches hi-ed by tliose to Whom excise is paid.' Ibis defi nition pretty nearly hits the mark even in these times. The internal revenua system of this country, however, bears no relation to the system employed in England. Here it is the Uussian method, pure and simple. They could not afford to be otherwise." We see from these that both parties are demanding the same thing, as indeed they are in the tariff question the revision of the schedule of rates. Then where is the grounds for raising a party issue upon those subjects? Only that by so doing personal aims may be accomplished, and polit ical capital manufactured to the detriment of the real interests of the country.
