After an elaborate and exhaust ive discussion of more than three weeks, the United States senate in 1886 passed a national aid bill, by a vote of thirty-three j'eas and eleven rays. Eleven other senators weve in favor of this bill, hut were "paired" and aid not vote, making a total of forty-four senators endorsing the measure. A similar bill passed the senate of the 48th congress, j We print two sections, so that j our readers may get a belter idea of the amounts to be appropriated, and a part of the conditions on wfiieh the aid is to be distributed. Be it enacted bv the senate and house of representatives of . the United States of America in con gress assembled : That for eight vears next after the passage of this act there shall be arihiiaiiy appro priated from the money in the treasu'-v the following sums, to wit: The first vear the um of $7,000,000 the second vear the sum of.$10,- 000,000, the third year the sum of $15,000,000, . the fourth vear the sum of .$13,000,000, the "fifth year the sum of .1 1,030,000, rite sixth year the" sum of $9,000,000, the seventh year the sum of $7,000,- ( 30, the eighth year the sum of $5, 000,000; which several sums shall be expended to secure the benefits of common-school education to all the children of the school age mentioned hereafter living in the United States. Sei. 2. That such monev shall annually be divided among and paid out n the several States and territories in that proportion which the wnole number of persons in each, who, being of the age of ten vears ?id over cannot write, bears to the whole number of such per sons in the United States; sucj computation shall be made accord ing to the census of 1880. The farmers have commeuced plowing in this vicinity. But if the rain keeps up they v. ill have to pull in for a while. The farmers have been, a little uneasy about their wheat being frozen out, but as yet I think there has been but little if any damage. One of the coldest nights we have witnessed here for several years was on the 16th. Ths ther mometer stood three degrees balow zero. A Mri Heller, a nephew of Bal lot, who has been in this vicinity for several months,! has taken his departure for the orange groves of California. Among the leap year parties that has been given was an apron party at the residence of W. K. Temple. All these who attended soeak of having a suost enjoyable time. P. a few days a They report the snow being from one to ten feet deep in the mount ains. They were fifteen days in making the distance of sixty miles. Several day3 ago, I was stand ing on the platform of the Plain View depot, conversing with sever al friends on the prospects of our coming spring, when on looking up to our surprise, (for it wa3 a most terrible day), we saw a conveyance coming up the road. One seedylooking individual, who lookfd as though he had the con sumption, said it was the ad vance agent far the Pyke opera company. Another young man, who by the way has charge of the Widow Barnes1 horses, said it was the wrecking train from Browns ville, sent out to bring in the Nar row Gauge train,- which bad, by having one passenger and a box. of cigarettes on board, got. stuck down the track. Various and sundry were the remarks that were made as to who and what it was. Just then it pulled up in front of the depot. Well, 70U can imagine the surprise, when it was found to be nothing more than our old time friend, Mr. J. N Combs, who wa3 out in a bob sled enjoying the one inch of snow that had fuiien. If the reduction is not accepted the fitm threatens to shut down the entire establishment. A similar action lias been taken by the Con tinental and Pennsylvania tube works company. The men say theT will not submit to the cut iu wages. A general strike would throw over 6000 men out of employ ment in this district alone. TUE UADDOIK HIBDEB. Two ot (he Defendant In the Tilal Will Start a Bly; Brewery. Sioux City, Jan. 31. John Ar- ensdorf and Paul Leadrock, two of the detendants m the Haddock murder trial, have been appointed western agents for the Milwaukee brewing company and will at once erect a bre wery works at Coving ton, Neb., on the opposite side of the river from this city. This takes all the defendants in the case out of the city except Mur chra, who is under sentence and awaiting trial. No further efforts have been made to convict Had dock's murderer. AS IWPOBTtAT JMOtE. The Boundary Between Alaska and l(ritih Columbia. Ottawa, Jan. 31. Prof. Dawson, of the geological survey commis sion, has left for Washington on business connected with Alaska. Dawson was engaged this summer on the survey in the Yukon dis trict, and his departure for Wash ington is regarded as indicating that the question of the boundary between British Columbia and Alaska is being considered by the commission. SCARCITY OF COAL. Other Freight Must Wait L'ntil the Accessary Fuel Is Obtained. Dullth, Jan. 31. So urgent has been the demand for fuel west of here and along the Northern Pa cific that orders have been issued by this road to its Duluth agents to ship nothing but coal. President Agassiz has decided to send twenty-five tons of concen trated ammonia down the burning shafts of Calumet and Heela mine at once to put out the fire as soon possible. Death or a Prominent Lawyer. Chicago, Jan. 31. General John L. Thompson, president of the Union League Club and a mem ber of the prominent law firm of Williams and Thompson, died this morning at 9 :30 o'clock, from the effect of rupture of a blood vessel at the base o ths biain, caused by overwork. A Harbor Full of Ice. Nantucket, Jan. 31. It is two weeks since any mail has been re ceived here, the sound is full of ice and it extends seaward far as the eye can reach. No suffering on the island as yet. The weather is moderating. A Bank Suspends. Guelph (Ont.), Jan. 31. The Guelph banking company suspend ed payment this morning. It is reported the cause of suspension is losses sustained by the winding up of the Federal bank. Floyd Tufts, of Westmore. Vt. is but 7 vears old, weighs only 115 pounds, but he is able to shoulder two .bushels of corn with ease and to lift his grandfather, who weighs 175 pounds, from the floor without exerting himself.
