That it is of material benefit the majori ty of people believe, ami the facts will bear out this decision in the future.. Bradstreets give a very fair rep resentation and thinks the opera tion during the brief space of nine months of so important and so com prehensive a measure as the intei state commerce law. could hardly be regarded, in the abstract, as furnishing anything iike a suffi cient basis of experience upon which to rest definite conclusion as to the merits of the law as a whole; and this conclusion is borne out l.y facts. Especially is it difficult toj find a basis for judging of the bene fits or disadvantages of the law by inquiry directed to individuals and localities directly affected by the law. An illustration of this is af forded by the result of an inquiry lately made by the Age of Steel into the effects of the law on busi ness at a number of cities in the United States. The replies re turned, to a question as to the ef fect of the law on busin; ss of indi vidual firms and corporations are about equally divided between holding the law detrimental, hold- j ing it beneficial, and holding it to! have had no effect, or only a very ! slight one. To also as regards the benefits or detriment occasioned t the business of localities by the law the answers are about equally divided, while a number of those questioned answer that time nough has not elapsed to enable them to form an opinion. Of course in an inquiry directed, as this is, almost wholly to individ ual instances, the point of import ance lies in the number of the in stances. The number of answers given to the inquiry was only forty a rather narrow basis upon which to rest a judgment. The journal referred to, however, presents seme considerations upon tiie inter-state law and its opera tions, which are of more interest and value than the results of the investigation. These are contained in a number of articles contributed by well known students of railroad j problems, such as James F. Huu- son, Prof. E. K. The commission has de cided that the principle of whole sale rates or allowance for quantity is illegal, but this, Prof. Seligman says, does not toiK-h the underly ing difficulty of dealing with per sonal rebates, and he declares that a great mistake has been made by the late report oi the commission ; cf kran.v. Ev eryone in contact with the large shippers in the east knows, he says, that personal discriminations still continue in unabated vigor, but cloaked under -r skillful dis guises. It is in ic:.
