Special Corrcspondeii-.-.l VVASHixuTtis, Jan. 1C Congress has been nominally in session six weeks today, and while no really practical aciiievments can be point ed to iu the way of legislation, siiil a great deal of work has been done. During this time 4,7G0 bills have been iutri:duced into the house, aud 1,400 iu the senate. I find, ou comparison, that this is an increase oi' yy per cent, over a coriespoud ing period of the last congress. Many of these bills are appropri ately referred to committees and must consume more or less time in their eXHiniuatioii by committee. A. few congressmen take their task indifferently and have an easy time, but the majority work hard aud more thau earn ail that they get. There is a marked difl'ereuce be tween the seuate aud the house in the matter of speech making. Tte senators aimost universally prepare and write out their speeches be lore delivery, and there being no limit to their time, read them in a delib erate and dispassionate mauner. The issue to be discussed is often sprung suddenly, and of ne ccssity, the speeches must be im promptu, and subj"ct to repeated and annoying interruptions. The senate is re publican, and the house democratic and this fact should always be re mebered in the settlement of any party questions. : In the senate committee on pub lic lands there was a singular meeting last Friday, and ail by accident, which made it more re markable. There happened to be present five ex-Goveaors of Kansas aud two ex United States senators from the muie state. The coinci dence' was the subject of a great pleasantry, aud senators left their s ats to witness the unprecedented sight. As the session progresses, the lack of democratic harmony be comes more apparent. Mr. Mills of Texas, the Chairman of the im portant committee on ways and means, assumes the respousibili tie's of entire GovernmeBt are up on his shou.ders. lie received a severe back-set on Friday, through his party associate, Mr. Hatch, of Missouri, much to the merrimeut of the republican side of the house. Mills is very arrogant. Hatch is practical and wants straight busi ness, and the result was tha Hateh sc'&fed 6eYejral; -good points, much to the discomtoriure of Mr. Mills. I do not Know there is any truth in the report that Speaker Carliste has already expressid his regret that he has put Mr. Mills at the; head of this committee, still it is thought to be a fact.
