Irancisco, of date January 14th,
will be found of interest to wheat
growers, inasmuch as it is likely
to affect the price of the cereal for
the better in this valley : "Wheat
freights have dropped to such a
low figure that wooden ships are
rapidly obtainable to go to Liver
jool direct for twenty shillings per
ton. The German iron ship
Richard W;ner ha just been
chartered for twenty-one shillings
per ton, the lowest rate ever paid
for an iron ship going to England.
Ship owners ask twenty-eight to
thirty shillings per ton for vessels
to come here from England, and
twenty-one and twenty-two shil
lings iroin Australia."

During the past twenty-four
hours the thermometer has shown
a moderation in the weather of
about twenty degree?. This has
caused a general thaw and break
ing up of the- frozen condition of
things which lias for the past sev
eral days been sending a shiver
down the spine of the average
Oregonian.
The overflowed fields south of
the city were still visited yester
day by scores of skaters, and the
ice men were still hauling large
quantities for next summer's use.
The Willamette, which was gorged
with ice, is again partially opened,

freeze-up is at an etui. Fanners
j who have been disturbed for the
j safety of fall and winter grain
! will be glad to see it, as 'will

needed by the companies, and will
be fully appreciated by them.
The state military board met
Tuesday at the office of the adjutant-general
at Salem, with all the
members except Mirgeon-General
Savior present. Most of the time
of Tuesday was consumed in audit
ing vouchers and the consideration
of financial business.

Text of Senator Mitchell's Bill for i
the Proposed Undertaking.
In the senate of tins United
States on December 12. 1887, Sen
ator Mitchell introduced the fol
lowing bill, making an. appropria
tion for a final survey and esti
mates for and the -commencement
of the construction of a boat rail
way around the obstructions to
navigation at The Dalles and Celho
falls, in the Columbia river, which
was read twice and referred to the
committee on transportation routes
to the sea-board.
Be it enacted by the senate and
house of representatives of the
United .States of America in con
gress assembled, that there be,
! 1111(1 hereby is, appropriated, out of
any moneys in the treasury not
otherwise appropriated, the sum of
five hundred thousand dollars for
the purpose of making final sur
veys and estimates for and the
commencement of the work of
construction of a boat railway,
either in the state of Oregon or
Washington territory, around the
obstructions to mniiration in the
Columbia river at The Dalles and
eiil talis, and 10 r the purpose ol
blasting open the contracted water
ways at Ten and Three Mile
rapids, near said falls, to a naviga
ble status for large river tonnage
boats.
