Patent Offle« The law creating the office fo Commissioner of Labor makes it tbe duty of that official to enforce all laws relating to the employment of miuors and women, all laws enact- ed for the protection of tbe lives, limbs and health of operatives In workshops and factories, and other laws relating to labor. Biennial re ports must be made showing the labor statistica of the stato and con taining information regarding cor porations, strikes and other labor difficulties, trades unious and their effect upon labor and capital, the employment of Chinese and Japan ese and their wages and cost of liv ing, etc. Tbe report must also con tain a statement of such other mat ter relating to tbe commercial, in- dustral, social, educational, moral and sanitary conditions of thb labor ing classes and the permanent pros perity of tho respective industries of the state as the bureau may be nble to gather. In giving an ac count of his proceedings for the en forcement of tbe law, the Commis sioner must make such suggestions and recommendations its he may deem necessary. He is empowered to require owners of factories to make such report« to him as may be necessary for the compilation of tbe information specified, and is given authority to enter shops and factories at all reasonable times to make investigations, and may bu 1>- pir.na and examine witnesses under oath whenever he may desire. Some o f these duties are such as could be performed by any person of good clerical ability. Others are far from being clerical, aub will re quire tbe attention of a man of sound and discerning judgment aud unprejudiced mind. Tbe Oregon laws regulatiog the employment of women and children were not passed for tbe purpose of correcting pres ent abuses so much as with a view to preventing the growth of such evils. None of the laws are applica ble to conditions which require vig orous prosecutions in their inforce- ment. What is desired is a man whose character and ability will command respect for his investiga tions and opinions, so that the welfare of labor may be guarded without a resort to process of law, An officer who is charged with the duty of studying laber problems, who is authorized to enter the prem ises of auother and to demaud information regarding certain fea tures of that person’s business, who is vested with power to take testimony in labor troubles nnd to make reports thereou, should be a man wbo has a wide range of infor mation, who is too broad in his habits of thought to take a narrow and partial view of an important question, and, above all, wbo can be influenced by neither the fenr of political punishment nor the hope of political reward. Tbe Labor Com missioner should be a man who will not feel himself above the wage earner, and need not feel below the average employer. will be satisactory to all, but for the selection of one whose admiuiatra tion of the office will be above rea sonable criticism. The salary is sufficient to command the services of a man who haH the requisites a- bility and business and sooinl stand ing.— Oregonian. Contracts lor Urtding Oregon Pacific- The following is an excerpt from a telegram from Grants Pass to the Portland Evening Telegram of the 17tli in?t: “Contracts for the grading of the Oregon A Pacific Bail road between Grant's Pass and Crescent City have been let. The contracts have been awarded San Francisco parties, and they will arrive here and begin work as soon as arrangements have beeu made for securing of right of way. Terminals and yards have already been arranged for at each end of the line, and are ready to turn over to the company ns soon as it is ready for them. Mr. Wood, manager of"*the right ot way, is here and is at work con ferring with ranebmon and farmers across whose properties the line will pass, and securiug right of way for the road. The company is ask ing for a 100.foot right of way, as anything of less width would be to narrow for tbe making of cuts, build ing up of grades, laying siding, etc. Two surveying crews are on the line making or completing final surveys, and two more will be put on at an early date making tbe pur veys of the route along the coast north and south from Cresent City.
