Knowlton- To Slop Timber Abut es- Washington, July 25,— On ac count ot the timber land frauds dis covered in Montana, and Idaho, Commissioner Hermann, of the General Laud Office, has suspeded nil proofs made during the present year under tho timber and stone act, pending conclusion of the full investigation and inquiry begun some time ugo. Many large com panies autl speculators, it is alleged, ¡rave had “ dummies” as agents, mak ing purchases of thtse lands from the government. Commissioner Her mann said today: “ Owing to the net of congress permitting selections of vauable timber lands, ns indemnity for lands held by indeviduals and corpora tions within forest reserves, a specul ation iu so-called forest reserve scrip has developed. This is a means by which the owner of such lands Avithiu forest reserves may relin quish them to the government and iu lieu thereof take valuable lat ds out of the unappropriated public domina, or may convey his holding to another person seeking to fixer ais« the right of selection. “ This provision has produced great rivalry among speculators aud extensive mining companies in the acquiiements of large tracis of timber lauds. I t has induced many others, who are not owners of such scrip or exchangeable lauds inside forest reserves, to avail themselves of an earlier act of congress, ap- approved June 3, 1898, the timber aud stone net. “ This limits each purchaser to 160 acres and expressly requires the applicant to swear that the purchase is not speculative, but is made in ood faith for his own exclusive use, and that he has made no agreement whatsoever with any persou for transfer of his title, “ For many years, particularly the past year, this law has been grossly violated and nbused by persons who perjure themselves before the local laud office. The General Land Office has directed its special agents to report on any father cases that may be discovered and all land officers have been warned to exercise the utmost strictness in the examination of parties and witnesses. Many of the fraudulent proofs made might have been detected at the time bad the regesters aud officers at local land office strictly applied tho rules for scrutiny of proofs of applicants. After such proofs have passed tho local officers, showing regularity and apparaut good faith of entries, it is impossible for the authorities here to detect an error or fraud. -- «-- Improvements at State Fair Ground- Tho State Board of Agriculture are making some wonderful im provements at the state fair grounds, and old timers will hardly recognize the place when they attend Oregon’s greatest fair this fall. The old pa vilion is being enlarged to • double its size, and after tho best exhibits ever seen in the Btate are urranged there will be ample room left for an auditorium, a thing that has been needed for a long time. A bran new up to date creamery building is being erected also where the best dairy display ever made iu the state will certainly be seen. The machin ery hall is being enlarged, new cattle stalls, sheep pens, bog stys, and horses stables are being built. A cozy farm cottage, bay barn, aud new sidewalks are also on the list of improvements, and nothing will he left undone to accommodate the exhibitor and entertain tue visitor at the state fair this fall. The Cunard ocean liner “ Lucania,, has been fitted with the Marconi instruments, and messages have been successfully transmitted from the vessel to Holyhead, and com munication w as kept up until the vessel was 20 miles from shore. There was a balance in the Benefit Fund on January 1, 1901, of $345,853.20. Added to'the assessments collected during the six months, this gave the Society a workina Benefit Fund capital of $3,043,873.35. The disbursements to beneficiaries or deceased mem- during the six months aggregated $2,663,200, leaving a balance in the Benefit Fund on Juno 30, 1901, of *380,673 35. In the General Fund there was a balance on Jahoary 1, 1901, of $303- 315.42, and the receipts during the six months were $355,075.91, giving this fund a total working capital of $658,391 33. The steamship . managers will j for this disease only, and is so skillfully act in harmony with the as»ociatiou.! ‘levised and prepared that it is thorough ly soluble and pleasant to the taste, so San Francisco, July 30.—The labor truble iu this city reached their culmination late last night, wheu the City Front Federation ordered a general strike on the docks of Sail Francisco, Osikland, Mission Rock and Port Costa, and in the City of San Francisco, to go into effect this morning- The resolution to strike, which received tho uuaninious indorsement of every delegato to the Federation, was short, but its effect will be to cause a temporary paralysis of the shipping business of San Francisco, such as has not been known before. The resolution rends as follows: “ The full membership of the City Front Federation refuses to work at the docks of San Erancisco, Oak land, Port Costa and Mission Rock. Tho steamers Bonita and Walla Walla, with mail and passengers, now in the stream, will be allowed to go to sea.” Tbo meeting of the Federation was a long one, and there was much heated argument, but when the resolution came to a vote every delegate present voted in favor of the strike. The following 14 un ions were represented, comprising all the workers on the water front: Sailors’ Union of the Pacific, four local unions of Longshoremen, Marine Firemen, Brotherhood of Teamsters, Ship Jk Steamboat Join ers, Porters, Packers it Warehouse men, Ship 'Clerks, Pile-Drivers & Bridge-Builders Hoisting Engi neers, Steam & Hot Water Fitters.
